A regular meeting of the Civil Service Commission was held on Wednesday, July 1, 2026, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Mary Cruz, Acting Chairperson; Members Dolores Gorczyca, Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Shannon L. Dalton, Director, Division of Appeals and Regulatory Affairs; and Annemarie Ragos-Goff, Commission Secretary, were present. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 5, 2025, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.

ACTION: The Civil Service Commission acknowledged the settlements.
A-2 SHEILA CHRISTOPHE – CSC DOCKET NO. 2023-700
Sheila Christophe, a Human Services Assistant with the Department of Health, Trenton Psychiatric Hospital, appeals her removal, effective August 25, 2022, on charges of conduct unbecoming a public employee, neglect of duty; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 MICHAEL KELLY – CSC DOCKET NO. 2025-2400
Michael Kelly, a Police Sergeant with Jackson Township, Department of Law and Public Safety, appeals his removal, effective July 3, 2024, on charges of incompetency, inefficiency or failure to perform duties; insubordination; inability to perform duties; conduct unbecoming; neglect of duty; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 CHRISTOPHER MASSEY – CSC DOCKET NOS. 2025-2220, et al.
Christopher Massey, a Deputy Police Chief with the Borough of Bergenfield, Police Department, appeals his 45 working day suspension, not served (CSV 10704-24); 10 working day suspension, not served (CSV 05612-25); and 60 working day suspension, not served (CSV 07722-25), on charges of violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Dismiss the charges related to the 10 and 60 working day suspensions, as having violated N.J.S.A. 40A:14-147. Schedule a hearing on the charges related to the 45 working day suspension.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge and award counsel fees for 10 and 60 working day suspension.
A-5 A.O. – CSC DOCKET NO. 2025-2796
A.O., a Human Services Assistant with the Department of Human Services, Hunterdon Developmental Center, appeals his removal, effective March 25, 2025, on charges of incompetency, inefficiency, or failure to perform duties; conduct unbecoming a public employee; and other sufficient cause, specifically, violations of departmental rules and regulations.
Recommendation of the Administrative Law Judge – Reverse the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

B-1 D.W. – CSC DOCKET NO. 2026-373
D.W., represented by Michael L. Prigoff, Esq., appeals his rejection as a Fire Fighter candidate by the City of Elizabeth and its request to remove his name from the eligible list for Fire Fighter.
ACTION: The Civil Service Commission directed that this appeal be granted.
B-2 N.T. – CSC DOCKET NO. 2024-1897
N.T., represented by Stuart J. Alterman, Esq., appeals his rejection as a Fire Fighter candidate by the City of Camden and its request to remove his name from the eligible list for Fire Fighter.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-3 DEBORAH DEITZ-SLEBODNICK – CSC DOCKET NO. 2026-1251
Deborah Deitz-Slebodnick appeals the removal of her name from the eligible list for Administrative Assistant 2 (PS0279P), Division of State Police.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 ROSABEATRIZ MOSLEY – CSC DOCKET NO. 2026-1280
Rosabeatriz Mosley, an Executive Assistant 3 with the Department of Labor and Workforce Development, appeals the determination of her salary upon her promotion to her current title, pursuant to N.J.A.C. 4A:3-4.9.
ACTION: The Civil Service Commission directed that this appeal be denied.

Gary Perez appeals the decision to remove his name from the Police Officer (M0319F), East Orange eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-6 B.G. – CSC DOCKET NO. 2024-988
B.G. appeals the bypass of his name on the Social Worker Supervisor (PC4939C), Union County, eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-7 KATARZYNA KANCLERSKI – CSC DOCKET NO. 2026-794
Katarzyna Kanclerski appeals the determination of the Division of Agency Services that she did not meet the requirements for the Fiscal Analyst (PS0980U), Department of the Treasury promotional examination.
ACTION: The Civil Service Commission directed that this appeal be denied and the classification of her position be referred to Agency Services.
B-8 KURT SAETTLER, JR.– CSC DOCKET NO. 2024-401
Kurt Saettler, Jr. appeals the determination that he was ineligible for the Police Lieutenant (PM3236E), Middle Township promotional examination.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-9 JENNIFER RODRIGUEZ– CSC DOCKET NO. 2026-1100
Jennifer Rodriguez requests permission to submit a late application for the promotional examination for Supervisor 1 MVC (PS9784T), Motor Vehicle Commission.
ACTION: The Civil Service Commission directed that this request be denied.
B-10 ADMINISTRATIVE ANALYST (M0617F), VINELAND– CSC DOCKET NO. 2025-2709
Vineland requests permission not to make an appointment from the January 13, 2025 certification for Administrative Analyst (M0617F), Vineland.
ACTION: The Civil Service assessed selection costs in the amount of $2,048.
B-11 ASSISTANT BUSINESS ADMINISTRATOR (M0543C), BOROUGH OF ROSELLE – CSC DOCKET NO. 2025-1384
The Borough of Roselle requests permission not to make an appointment from the March 28, 2022 certification for Assistant Business Administrator (M0543C).
ACTION: The Civil Service assessed selection costs in the amount of $2,048.
B-12 COUNTY CORRECTIONAL POLICE SERGEANT (PC1545A), WARREN COUNTY – CSC DOCKET NO. 2026-2290
Warren County, represented by J. Andrew Kinsey, Esq., requests the revival of the eligible list for County Correctional Police Sergeant (PC1545A), Warren County, to effectuate the appointment of Daniel Buss.
ACTION: The Civil Service Commission directed that this request be denied.
B-13 EMERGENCY MEDICAL TECHNICIAN INSTRUCTOR TITLE SERIES– CSC DOCKET NO. 2026-2766
The Division of Agency Services requests the establishment of the noncompetitive title of Emergency Medical Technician Instructor Aide, and the reallocation of the title of Emergency Medical Technician Instructor to the noncompetitive division, for use in local government, in accordance with N.J.A.C. 4A:3-1.2. Agency Services also requests the reallocation of the local government titles of Program Director, Emergency Medical Services Academy, and Program Coordinator, EMT Training, to the noncompetitive division of the career service in accordance with N.J.A.C. 4A:3-1.2(c), for a period of six months.
ACTION: The Civil Service Commission directed that this request be granted.
