New Jersey Natural Gas (NJNG) Long Branch Plant Site UpdateLong Branch, Monmouth County
1) Long Branch Plant Red Brick Building Atlantic Plumbing Supply Co., On-Site Portion of Troutmans
Creek and remainder of MGP Ground Water Investigation 2) Off-Site Portion of Troutmans CreekNJNG submitted a revised RAWP for the off-site portion of Troutmans Creek in March 2007 and two addenda in June and July 2007. NJDEP reviewed the documents and issued an approval letter in August 2007. NJDEP also issued an approval letter for NJNG’s revised Ecological Risk Assessment (ERA) for Troutmans Creek in September 2007. NJNG is removing the contaminated sediments from the creek and this remedial action is expected to continue until June 2008. In September 2006, NJDEP issued a conditional approval letter for NJNG’s RIWP outlining plans to delineate free and residual product and soil contamination on the banks of Troutmans Creek. NJNG submitted an RIR summarizing its findings in March 2007. NJDEP is reviewing the RIR and expects to issue comments in January 2008. NJDEP has received comments on the RIR from CCC. 3) Off-Site Residential AreasLBHA submitted the RAR for the deep soil contamination at Grant Court in May 2007. NJDEP is reviewing the RAR and expects to issue its response in January 2008. LBHA submitted the RAR for the “restricted use” remedial action on December 27, 2007 and this document is also being reviewed. In addition, NJDEP is investigating the extent of soil contamination beneath the pavement at Ellis Avenue. NJDEP collected the soil samples from this area in November 2007 and the analytical data is being reviewed. 4) Seaview ManorNJDEP required NJNG to submit an RIWP Addendum with proposals to satisfy the post-remediation sampling requirements for Block 400, Lot 6 and further investigate potential soil contamination beneath Seaview Avenue. The RIWP Addendum was integrated into the RIWP described under the ground water investigation section of this update.
