Purpose:

The Instructional Materials for Professional Advancement and Coherent Teaching (IMPACT) grant is a competitive funding opportunity designed to support LEAs in purchasing and implementing high-quality instructional materials for literacy to accelerate student learning and strengthen Tier 1 instruction across all grade levels. Through this grant program, the NJDOE will assist LEAs with a significant percentage of economically disadvantaged students by funding up to 50% of the cost of new HQIM and up to 100% of the initial professional development required to implement those materials effectively with award amounts of $100,000, $200,000, and $400,000 based on student enrollment data.

 

The Department anticipates the IMPACT grant to result in the following outcomes: 

  • Increase access to high-quality, research-based, standards-aligned literacy materials;
  • Strengthen Tier 1 literacy instruction through coherent, high-quality, and sequenced curricula;
  • Provide professional learning that empowers educators to implement HQIM effectively;
  • Promote district-wide instructional alignment and capacity-building; and
  • Support measurable improvements in student literacy achievement.

 

The New Jersey Department of Education (NJDOE) has established a one-year grant program. This grant program is open to K-12 LEAs with 40% or more Free and Reduced Lunch (See Appendix A of the NGO for a list of eligible LEAs and award ranges).

 

Based on the availability of Federal Comprehensive Literacy State Development Grant funds, this grant program will begin September 30, 2025, and will end on August 31, 2026.
