Board of Public Utilities 
Mission is to ensure the provision of safe, adequate and proper utility and regulated service at reasonable rates, while enhancing the quality of life for the citizens of New Jersey and performing these public duties with integrity, responsiveness and efficiency.
Environmental Protection
administer the State’s environmental protection and conservation efforts; manages natural resources, solves pollution problems and provides environmental management strategies.
Improves lives by improving transportation – including motor vehicle commission, commuter services, capital improvement and engineering, community programs and reference data.

Other departments represented on EMP Committee:
Serves the State’s diverse agriculture and agribusiness industries; manages programs that feed schoolchildren, distributes surplus federal foods to soup kitchens and pantries, conserves precious soil and water resources, protects and preserves farmland, expands export markets, promotes commercial fishing industry, and administers programs about agriculture, food and natural resource education.
Children and Families
The State's first cabinet agency devoted exclusively to serving and safeguarding the most vulnerable children and families in the State.
Community Affairs
Provides administrative guidance, financial support and technical assistance to local governments, community development organizations, businesses, and individuals.
Health and Senior Services
Provides programs and services on health from A to Z, including health statistics, programs for senior citizens, cancer information, smoking cessation help and local/community help. responsible for pandemic preparedness planning and other homeland security related-program.
Human Services
Serves those with low incomes; mental illness, developmental disabilities, or late-onset disabilities; people who are blind, visually impaired, deaf, hard of hearing, or deaf-blind; parents needing child care services, child support and/or healthcare for their children; families facing catastrophic medical expenses for their children. Works to maximize resources, establish community resources, and expand procedures and programs for accountability and continuous quality improvement.
Public Advocate
Principal executive department of the state dedicated to making government more accountable and more responsive to the needs of average New Jerseyans. Includes the Rate Counsel, which is participating in the development of the EMP.
Responsible for the generation and collection of revenues, distribution of appropriations that fund the operations of State government, assets management and the administration of statewide support services.
