Question 1: On the first page of Part A, Solicitation, it says 2015 Bridge Preventive Maintenance Contract.
In Part B, Evaluation Criteria, it says 2015 Maintenance Bridge Painting Contract.
Answer 1: It is “2015 Bridge Preventive Maintenance Contract” in Part B, Evaluation Criteria instead of 2015 Maintenance Bridge Painting Contract.
Question 2: Part 2 Section 1B – Please clarify for the option of NICET II and 2 years Bridge CI, does Bridge CI experience gained prior to the date of the NICET II qualify towards the mandatory 2 years?
Answer : Yes.
Question 3: Section 10 – Additional Experience is stated as “Road/Bridge Construction Inspection and Minimum of 2 years Bridge Construction Inspection” - What is the maximum number of years for total road/bridge construction inspection experience that will be considered for additional years of similar experience?
Answer 3: The requested type of experience under Section 10 for the additional years is changed for Bridge Inspectors (1) and (2) to “2 years Road/Bridge Construction Inspection and 1 year Bridge Construction Inspection”.
Question 4: Since the federal ESBE requirement for this solicitation is 12.49%, does one of the two inspectors resumes in the proposal have to be from a DBE or ESBE firm, or can the DBE/ESBE key staff be listed in Section 2 instead and a different inspector be listed as the second inspector?
Answer 4: Yes, one of the two inspectors resumes in the proposal have to be from a DBE or ESBE firm.
Question 5: Project describes "Forty-Nine (49) Bridges on Route I-295" for Painting, however, staff requirement is only from March 2016 thru Dec. 2016. Not sure if it was meant to be Dec. 2017?
Answer 5: Project description is "Forty-Nine (49) Bridges on Route I-295" are for Preventive Contract. Staff requirement is from March 2016 thru Dec. 2016.
Question 6: Is NACE certificate not required for at least one of the Inspector, with NICET3, to support NJDOT staff?
Answer 6: No.
Question 7: How about SSPC and HAZPOWER-Not required?
Answer 7: SSPC and HAZPOWER are not required. It is a Preventive Contract.
Question 8: No minimum Paint Experience is required?
Answer 8: Paint Experience is not required.
Question 9: TP067 is pending selection. Please provide clarification - For TP077, if a firm proposes same staff that is proposed for TP067 (Pending selection), how will this be treated in scoring key staff or should the firm put a statement of any kind?
Answer 9: If the Personal used on subsequent TP – and firm selected for initial TP, will be disqualified from subsequent TP unless letter of explanation is forwarded with alternate team. Please refer to the link of
