Question 1: Is it required to name an individual from an SBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the SBE firm as part of the team?
Answer 1: As the solicitation indicates the use of an additional anticipated position, it is sufficient to simply list the intended SBE firm in Section 2.
Question 2: For the experience in Section 10 on the Evaluation Form can the Office Engineering experience and the Site Manager experience be concurrent?
Answer 2: The Office Engineering and SiteManager experience can be concurrent.
Question 3: In response to Question 1 that the NJDOT already answered. Is the NJDOT saying that the 25% SBE Goal can be satisfied by the One Schedule Analyst (Not Rated) position which is part time and generally does not include many hours?
Answer 3: The response provided for Question 1 provides direction regarding the sufficiency of identifying the intended SBE firm in the Technical Proposal. It does not offer any representation regarding how a firm will be able to meet the SBE target goal or its good faith effort.
Question 4: Section A of the Solicitation Indicates "The above number of Consultant personnel is the expected maximum number needed" which comprises of following positions: One Road Inspector – NICET 3 or Equivalent. One Office Engineer – NICET 3 or Equivalent. One Schedule Analyst (Not Rated). In response to Question 1 response by the Department please clarify whether there are additional positions anticipated and if so which ones as the Schedule Analyst position would not be sufficient to achieve 25 % SBE goal in the event no other positions besides the above mentioned are introduced.
Answer 4: No positions are anticipated except for those identified in the Scope of Work.
Question 5: Considering the duties of the Office Engineer position and that Site Manager was introduced on new NJDOT construction projects starting around 2012 and thereafter please advise if the Office Engineer position Experience in Section 10 gained prior to receiving NICET III or completing 7 years of Road/Bridge Inspection is acceptable.
Answer 5: The additional experience noted in Section 10 must be in addition to the experience required in Section 1B. When a firm indicates that an individual meets a NICET certification, only the experience received after the date of the certification will be considered for Section 10. If the firm indicates that an individual meets the alternative requirement of “X” years of experience, any experience meeting the criteria in Section 10 that occurs within the last 12 years will be considered for Section 10 so long as the individual has an additional “X” years of CI experience.
