Question 1: Can the Geotechnical Engineering Team Leader also serve as the Pavement Design Team Leader if they satisfy the requirements of both roles?

Answer 1: Yes, The Geotechnical Engineering Team Leader can serve as the Pavement Design Team Leader if the Team Leader can satisfy the requirements of both roles.

Question 2: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS Engineering requirement for Utility Task Leader?

Answer 2: Yes, a Bachelor of Technology in Transportation with a NJ PE License can fulfill the BS Engineering requirement for Utility Task Leader.

Question 3: One of the required disciplines for this solicitation is for G-2, Geotechnical Design. Please confirm if we are required to submit a prequalification for the G-2 discipline if we are already listed on the eligible firm list?

Answer 3: If a firm is eligible as of the posting date the G-2 prequalification form does not need to be submitted.

Question 4: One of the project specific qualifications required for the Electrical Engineering Key Staff is experience with Lighting Design Software – Cala. However, this software was used many years ago and DOT changed the use of Cala Software to Visual Software. Therefore, can we substitute the Cala Software with the current Visual Software and still be able to receive full credit for it or would you like us to show older projects that used the Cala Software?

Answer 4: Yes, You can substitute the Cala Software with the current Visual Software and still be able to receive full credit for it.

 

Question 5: Does the consultant have to meet the 3 prequalification disciplines (H1, H3 AND G2) in order to be able to submit? Can one discipline be subbed out?

 

Answer 5: The prime consultant must meet all three prequalification disciplines. A sub cannot be used to meet one of the prequalification requirements.

 

Question 6: With the exception for some of the larger firms, there are not many that have an electrical engineer on staff that has experience with Traffic Signal and Highway lighting Design as well as Water Control facilities. Typically, the electrical engineer would have the traffic signal and lighting design experience but not the experience with water control facilities, or vice versa. Would you consider allowing for 2 individuals to meet the requirements for the Electrical Engineer key staff or possibly modifying the key staff by requesting 2 Electrical Engineering key staff positions with one having the signal and lighting experience and the other for the water control facilities?

 

Answer 6: The experience in primary tasks for the Electrical Engineering is being modified to “Control Systems” instead of “Water Control Facilities” under Section 10. Propose the most qualified individual for Electrical Engineering. Two individuals are not allowed to meet the requirements for the Electrical Engineer key staff team leader.
