For Current Technical Proposals

TP-109


Question 1: The requirement for position (4) Office Engineer indicates 2 years Office Engineer experience with 1 year SiteManager experience. If an Inspector is strictly the Office Engineer for 2 years on a project that exclusively used SiteManager how did you indicate the duration in the Title Section on the Resume? Does 2 years Office Engineer experience on the Project also qualify as 2 years SiteManager or does the 2 years have to be broken out separately showing duration for Office Engineer and duration for Site Manager?

Answer 1: The Office Engineer experience can be concurrent with the SiteManager experience. The Office Engineer and SiteManager experience must be identified on the resume. Two years of Office Engineer Experience on a SiteManager Project will qualify for two years of SiteManager experience.

Question 2: On page 2 of the Instructions it states that Resident Engineer Experience will be considered as Construction Inspection experience. Will the Department also allow Assistant Resident Engineer experience to count toward Construction Inspection experience?

Answer 2: Experience as an Assistant Resident Engineer is generally considered as allowable experience for Construction Inspection experience as long as the individual’s duties meet the criteria noted in the Instructions. The term “Assistant Resident Engineer” is being discouraged as the title is never officially conferred on any individual, and it has no specific duties according to the Department’s procedures. Generally, such individuals are considered as simply fulfilling the role of an inspector.

Question 3: For a job of this magnitude, it would be practical to say that Office Engineer will be heavily occupied in Office Engineer work and will not be doing inspection. Also, in the past NJDOT has ruled that Office Engineer experience will not count as inspector’s experience. We realize that the requirement of SAT and TCC cert for Office Engineer position is really for possible dual role of Office Engineer and Construction Inspector. However, for job of this magnitude, we are requesting NJDOT to reconsider and waive the cert requirement associated with Office Engineer position.

Answer 3: The criteria is unchanged.

Question 4: I assume the project sizes for the requested positions under the Scope of Work section of the Solicitation only relates to Section 10 of the Evaluation Form since someone could have a NICET and have worked on jobs of a much smaller size when evaluating Section 1B of the Evaluation Form?

Answer 4: The similar size and complexity descriptions provided in the Scope of Work only apply the Section 10. To meet the requirements of Section 1B, the experience need only be experience that meets the criteria for Construction Inspection experience for a road/bridge project.


Question 5: Is it required to name an individual from a DBE/ESBE firm in one of the scored positions on the technical proposal evaluation criteria sheet and include a resume or is it sufficient to only list the DBE/ESBE firm as part of the team?

Answer 5: It is up to the Consultant Firm on how to achieve the required 12.49% DBE/ESBE goal. In Section 2 of the Evaluation Criteria Forms, each DBE/ESBE firm must be identified in achieving the goal.

Question 6: In Section 9 of the Evaluation Criteria Forms, 2 ACI CERTS and 2 ACI CCTC Certs are required. Can the 2 certs be from any of the staff listed or is it required that they be listed under Bridge Inspector 1 and Bridge Inspector 2?

Answer 6: In Section 9 of the Evaluation Criteria Form, each position has its own certification requirement. Each firm is to adhere to the requirement for each position for scoring purpose.
