Question 1: Can the same individual be the team leader for both Geotechnical Engineering and Pavement Design?


Answer 1: Yes.

Question 2: Can the SI&A sheets and most recent Bridge Inspection Reports be provided for Structure Nos. 0221-150, 0221-151, 0221-152, 0221-153, and the Route 46 EB Ramp A Bridge over Rt 17 NB?

Answer 2: No, bridge inspection reports are protected documents and cannot be distributed as part of the solicitation for Technical Proposals process.

Question 3: Can the same person be Task Leader for 2 Tasks?

Answer 3: Yes, as long as the proposed team leader’s resume indicates proper experience in both areas.

Question 4: Will BSCE meet the requirement of Bachelor’s Degree in Planning related field for the Task Leader – Transportation Planning & Analysis?

Answer 4: It’s a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a “pre-score” for the position before the closing date of the technical proposal submission.

Question 5: Section 11, Critical Path Model requires to “provide a detailed schedule for Preliminary Engineering phase and milestones for FD”. Should this be revised to read “provide a detailed schedule for CD phase and milestones for PE and FD” instead?

Answer 5: The solicitation is for Concept Development (CD) phase only, therefore the detailed schedule should be through completion of the CD phase and milestones for Preliminary Engineering and Final Design.

Question 6: Can a firm be a subconsultant to a firm in one proposal and also Prime in another proposal?

Answer 6: Yes.

Question 7: Can someone with a degree in geological engineering (BS, MS, PhD) and NJ Professional Engineer (civil), practicing geotechnical/pavement/rock engineering/tunneling disciplines for more than 30 years meets all the requirements of the qualifications for the Geotechnical engineering and pavement task leaders?

Answer 7: It’s a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Question 8: Section 10, Page 3 of the Instructions states that up to 6 projects may be listed for each Team Leader resume, however Part 4 of the Evaluation Criteria states that up to 2 projects may be listed. Can you please clarify the number of projects that need to be listed for Team Leader.

Answer 8: The Team Leader/Key Staff Project Specific Requirements are noted in Section 10. The number of projects that need to be listed is noted in the evaluation forms.

Question 9: In preparing our responses to Section 11 Critical Path Model and Section 12 Key Issue and Critical Problems of the evaluation criteria form, should we address the Representative Project identified as (1) Route 46 Bridges over Route 17 NB & SB and US 46 EB Ramp A Bridge over Route 17 NB, or should we address all three projects listed under the Representative Project heading?

Answer 9: The representative project only.

 

Question 10: Please advise if we can submit the organization chart on 11x17?

 

Answer 10: Yes.

 

Question 11: Section 6, Project Management Experience on Similar Projects. Item 5 lists Highway and Structural Design Items that are typically done during Preliminary and Final Design. For example Foundation and Substructure Design cannot be completed without soil borings (typically not completed during CD) and ROW is only an estimate during CD, ETM’s, GPPM’s and IPM’s are completed in PE and FD. Listing CD projects on the Project Manager resume alone will not cover half of these items. Should the Project Manager also include Design Projects of similar size and complexity?

 

Answer 11: Project Management experience on the 3 similar projects can also include projects in PE or FD phase, in addition to the required CD phase Project Management experience.

 

Question 12: The Electrical Engineering Team Leader experience requirements include the use of lighting design with Cala software. This software was replaced with Visual software many years ago by NJDOT on Department projects and Cala is no longer used. Please confirm that experience with Visual will be counted equally with those projects where Cala was used as previously indicated with the answer to question No. 4 for TP-094.

 

Answer 12: Yes, Visual Software may be substituted for Cala Software for this project and still be able to receive full credit for the requirement.
