For Current Technical Proposals

Questions will be accepted up to question cut-off date noted in the technical proposal.

TP-135


Question 1: Page 4 of the evaluation, the second position is titled “Lead Bridge Inspector (2)” but all other sheets call for an Assistant Resident Engineer (2).Would this also change the required certifications on page 4 IF it is for an ARE?

Answer 1: Page-4 of the evaluation , the second position’s title should be changed to read “Assistant Resident Engineer(2)instead of Lead Bridge Inspector position(2). All Certification requirement will remain the same as it was listed under Lead Bridge Inspector position.

Question 2: Under the Solicitation Part A, Scope of Work, the Resident, Asst Resident and Bridge Inspector(3) positions relevant experience, to be of similar size and complexity, must be $$ and multi-span bridge ….over a Waterway. Considering neither reach of bridge under TP 135 ( Pier 98 to W Abut and E Abut to Pier 45) is within one half mile of water there is no work over ( or within) waterway in this contract. We request the waterway criteria be dropped and the requirement be for multi-span only. The arbitrary inclusion of the word “Waterway” severely limits the number of qualified candidates that can meet this criteria and thus severely limits NJDOT’s option to consider firms with extensive multi-span repair experience over land.

Answer 2: We welcome the suggestion and will revise our requirements for the Resident Engineer, Assistant Resident Engineer and Bridge Inspector (3) positions to exclude waterway criteria. However multi span criteria is still required for these positions. Please refer to the revised solicitation page and evaluation sheets for the all the revisions.


Question 3: The criteria throughout TP 135 is identical for both the Resident and Asst Resident although these positions are normally different from several aspects including work performance, qualifications and years of experience. Is that what NJDOT wants two Residents of equal qualifications or should the criteria be different for each?

Answer 3: Both positions are expected to have identical work experiences due to complexity of the project and due to anticipation of night shift work on this project.

Question 4: What is the anticipated start date for the Electrical Inspector?

Answer 4: August 1, 2017.

Question 5: In Section 10 of the proposal Evaluation Criteria can the Department explain the difference between the requested 3-years and 2-years of additional bridge experience listed under both the RE and ARE positions? Was one of these supposed to be Road/Bridge?

Answer 5: We are requiring that both positions have 3 additional years of RE experience on bridge projects of similar size and complexity And 2 years of “NJDOT” RE experience on bridge projects of similar size and complexity for a total of 5 years. Please see the revised Evaluation Criteria.

Question 6: On page 5, Section 12 of the Instructions it is indicating the key issues and critical problems not required, but the proposal Evaluation Criteria Section 12 lists key issues and critical problems.

Answer 6: Section 12 indicates that key issues and critical problems make up 10 % of the score. Please read the evaluation sheet for more information.

Question 7: For the ARE position: would 8 years of Bridge Construction RE experience on $86 million of NJDOT Maintenance Structural Repair contracts ranging individually from $7 to $14 million meet section 10 criteria for the 5 additional years of Bridge RE Experience

Answer 7: Assistant Resident Engineer(2): RE experience will be considered as of a similar size and complexity if the project construction cost has a value of $25M or more and involves the construction or reconstruction of a multi-span bridge.

This is the only experience that will be considered.

Question 8: Please confirm if a Resident Engineer or Assistant Resident Engineer who has a NICET Senior Engineering Technician certification, obtained in 1987, is grandfathered and that this certification is equivalent to a NICET IV?

Answer 8: NJDOT uses NICET- IV certification as one of our criteria for our solicitations. However we are not the certification agency and/or evaluation service to certify equivalencies or validity of different certifications. It is consultant’s responsibility to ensure that the proposed candidates meet our mandatory qualification criteria listed on our posting documents.
