Question 1: On page 6 of the Proposal it states that the Consultant will provide support staff for a “State Resident Engineer”, but then it asks for the Consultant to provide (1) Resident Engineer. Please provide clarification that there might be (2) R.E.s, or whether this may have been an oversight.
Answer 1: One of the three contracts may not need a consultant RE. However DOT will evaluate the RE resume.
Question 2: As a follow up to Q+A#1:
Can the State simply eliminate RE requirements for the contract where consultant RE will not be required? So, in the event, a consultant only decides to bid for the contract without the consultant RE, it can be done by simply saying N/A in the RE slot on evaluation criteria without loosing points for a position that in the end will not be required. Please note that this will serve the realistic scenario and will avoid lengthy commitment for a significant position knowing the position will be eliminated.
Answer 2: The Department is not eliminating the RE requirements from the technical proposal.
Question 3: Section 10 of the subject solicitation indicates a requirement of 1 year of LLPM (Long Life Pavement Markings) Construction Inspection experience for inspector positions. Since work items related to LLPM are also part of typical road resurfacing/reconstruction project, please confirm that as long as the experience related to LLPM on typical road project is separated within the roadway inspection experience, the experience will count towards the required 1 year of LLPM experience.
Answer 3: Yes, Only the time frame for LLPM work experience during any typical road resurfacing/reconstruction projects will count towards the required 1 year of LLPM experience.
Question 4: Under Mandatory Experience, Road Inspector (3) for example, states NICET II w/1 yr Road Construction Inspection, or 3 Years C.I. Highway Inspection Experience w/1 yr. Road Construction Inspection. Can you please clarify the difference between Highway and Road construction Inspection criteria?
Answer 4: Highway construction is Bridge or Roadway Construction Inspection.
