Technical Proposal

Question 1: In Part 3, Section 6 of the RFP forms, it notes that the Project Manager (PM) resume is to have up to three (3) projects. Under the experience requirements for the PM, it notes that the PM must have managed a minimum of five (5) stormwater design projects. Please address this contradiction.
Answer 1: Both criteria should stipulate five (5) projects required.
Question 2: Under Section 9 Team Leader/Key Staff Qualifications, will a BS/BA in Environmental Studies satisfy the requirements for the Bioengineering Team Leader?
Answer 2: It is a business decision of your firm to propose the individual who best fits
the qualifications for the Project Manager and/or Key Staff team leader.
Specific education and experience substitution questions for Project Manager and
Key Staff positions cannot be addressed during the solicitation process, because
each project is different, the solicitation provides the stated requirements,
and if an answer were supplied it could inadvertently be considered as receiving
a “pre-score” for the position before the closing date of the technical proposal
submission.
Question 3: Section 12 -Key Issues and Critical Problems of the solicitation crtiteria notes that there is a three (3) page maximum for the narrative for the project approach. Given that there are seven (7) key issues to be addressed, would the Department consider allowing the maximum for the narrative to be increased from 3 pages to 4 or 5 pages?
Answer 3: No, we’re sticking to Three (3).
Question 4: Along with the three (3) page narrative, can two (2) 8-1/2” x 11” graphics be included?
Answer 4: No.
Question 5: Under the Environmental Task Leader, the requirement is a BS/BA in Environmental Science. In lieu of that requirement can a Masters of Science in Environmental Engineering serve as a replacement?
