Question 1: Would the DOT think it prudent to reconsider modifying the Level of Service from B to A because the scope of the project is relatively simple and only looking for a staff of 4 technicians?
Answer 1: After further consideration, the Department is modifying the Level of Service from B to A. Please note all the other requirements in the Solicitation Package remain the same. A revised Eligible Firms List has been posted.
Question 2: There is a very slight difference in the scope of work between projects involving HPTO vs. conventional resurfacing/pavement preservation projects. The primary difference is the application of slurry seal at rumble strip, lane lines, and ramps. The specification for application of slurry seal is well explained in the project special provisions and is something that can be easily understood by an individual that is NICET Level III or equivalent. We have multiple inspectors and resident engineers that have worked on projects which involved HPTO & slurry seal and have done just fine even though it was their first HPTO project. It is our understanding that HPTO is relatively new to NJDOT and therefore, adding HPTO experience requirement would provide an unfair advantage to the firms who have done similar projects before but in reality, given the minute differences, the firms/individuals without HPTO experience may be unequivocally acceptable. Hence, we are requesting NJDOT to consider waiving the HPTO requirements in section 10 for N3 level inspector.
Answer 2: The criteria will remain unchanged.
