For Current Technical Proposals


E-mail question(s) to the attention: Manager of Professional Services, Procurement. Specify "TP # 166 question" in subject line.

Questions will be accepted up to question cut-off date noted in the technical proposal.

Technical Proposal


TP-166


Question 1: Do you plan to distribute a representative project for the preparation of proposal TP #166?

Answer 1: No.

 

Question 2: On pages 2 and 3 of the solicitation document, you say “Only one (1) technical proposal submission is allowed per firm (no teams) unless otherwise noted on page 1 of this solicitation.” Will you please clarify what this means?

Answer 2: This means each firm can only submit one proposal as a prime.

 

Question 3: Can a firm participate as subconsultant on multiple teams?

Answer 3: Yes.

 

Question 4: Is it possible that geotechnical engineering services will be required in execution of this contract? If so, should a Geotechnical Task Leader be added to the solicitation, or at a minimum should that position/capability be added to the organization chart requirement?

Answer 4: No. A Geotechnical Task leader will not be required in the proposal.

 

Question 5: Can a Bachelor of Technology in Transportation with a NJ PE License fulfill the BS in Engineering requirement for Utility Team Leader?

Answer 5: It is a business decision of your firm to propose the individual who best fits the qualifications for the Project Manager and/or Key Staff team leader. Specific education and experience substitution questions for Project Manager and Key Staff positions cannot be addressed during the solicitation process, because each project is different, the solicitation provides the stated requirements, and if an answer were supplied it could inadvertently be considered as receiving a "pre-score" for the position before the closing date of the technical proposal submission.

 

Question 6: If you prime this solicitation, can you also submit as a subconsultant?

Answer 6: Yes.

 

Question 7: In Section 8, page 3 of 6 of the Evaluation Criteria, the Instructions for the Organization Chart indicates that Key Staff Members for H&H, ITS, Environmental, Drainage and Pavement are to be included in the Organization Chart. However, these Key Staff are not listed in Section 9 nor Section 10 with qualification and experience requirements, or request for a resume. Is this an oversight, or are no resumes to be included for the Key Staff listed above?

Answer 7: These staff members are only for the Org Chart.

 

Question 8: As there is not a sample project, will the requirement in the to submit a Primavera schedule be eliminated

 

Answer 8: Yes.

 

Question 9: Kindly advise if NJDOT Concept Development project experience will be acceptable for the proposed Project Manager

 

Answer 9: Yes.

 

Question 10: The qualifications shown for the Traffic Engineering Task Leader references experience in PASR2 and Transit 7F. Since these are programs are no longer used in the industry, would experience in just Highway Capacity Analysis Software HCM and Synchro be acceptable?

 

Answer 10: Yes.

 

Question 11: May we submit the project organization chart on 11x17” paper?

 

Answer 11: Yes.

 

Question 12: Recent Engineering Design solicitations, TP-124 and TP-152, had the Firm’s Capability/Performance weight of 20% as part of the Technical Proposal Evaluation Criteria. This solicitation, TP-166, currently has the Firm’s Capability/Performance weight of 30%. Please consider revising this weight to 20% similar to the other recent engineering design solicitations.

 

Answer 12: The Firm's Capability weight will remain as posted.

 

Question 13: In response to Question #10 posted on your website for TP #166, does this mean that New Jersey DOT will remove PASR2 and Transit 7F from the scoring for the Traffic Engineering Task Leader?

 

Answer 13: Yes.
