Qualified Materials

Overview

Only qualified materials that have been approved according to Section 106 of NJDOT Standard Specifications may be used for construction or maintenance of New Jersey's transportation infrastructure. NJDOT maintains databases of qualified materials for materials that are required to be on a qualified products list (QPL) for use. If a material is required or permitted to be on a QPL, the QPL is referenced in the materials specification in the 2007 NJDOT Standard Specifications.

NOTE: Not all materials specified by NJDOT are required to be from a QPL. For those materials that are not required to be on a QPL for use on construction projects, the material is approved according to the Materials Questionnaire process as detailed in Section 106 of NJDOT Standard Specifications.

Qualified Materials Databases

There are databases for the following materials/products:

1. Standard Materials Qualified Products List

The Standard Materials QPL is for materials other than aggregates, electrical materials, or intelligent transportation systems that are required in Section 900 of the NJDOT Standard Specifications to be on a QPL prior to use by the Contractor. Following is a list of the materials on the Standard Materials QPL:

• Cement Suppliers
• Concrete Admixtures
• Epoxies
• Fiberglass Composite Materials
• Guide Rail End Treatments and Spacers
• Inertial Barrier Systems
• Joint Adhesives
• Joint Sealers
• MSE Wall Systems
• Prefabricated Modular Wall Systems
• Structural Steel Paint Systems
• Quick Setting Patch Materials
• Rebar Coupling Devices
• Reflective Sheeting

2. Aggregates Qualified Products List

DOT maintains a separate Aggregate Producers database containing producers and corresponding sizes of aggregate materials that are qualified to supply DOT projects. This database is a compilation of geologic evaluations and quality tests performed on various aggregate sources that may supply aggregates to DOT. The data reflects average test values of the latest results. It does not reflect the legal qualification of the producer to supply materials to DOT sponsored projects. Supplemental Specifications for an individual project and other contract documents should be reviewed to determine if a producer is legally qualified to supply material to a project. Data changes are noted in the remarks column. Terminology can be found on a glossary page. This database was correct when developed, however, producer's materials are subject to change and all aggregate sizes are subject to field approval at the time of use.

3. Concrete and Asphalt Plants Qualified Products List

DOT maintains a separate Qualified Plants database contains qualified producers of asphalt and concrete. The database contains producer names and locations that are qualified to supply DOT projects.

4. Electrical Materials and Intelligent Transportation Systems Qualified Products List

NJDOT Standard Specifications discusses qualified electrical materials. DOT maintains databases for qualified electrical materials, and qualified intelligent transportation systems.

Materials Approval Procedures (MAP)

Materials Approval Procedures (MAP) have been developed for materials that are required to be on the QPL prior to use. A standardized MAP was adopted for each type of material as the approval process is specific for each type of material.

New Technologies and Products

Non-Standard items may be examined by NJDOT and accepted for implementation for use in roadway or bridge design. These materials do not refer to a standard specification. Non-standard items are put through a process of demonstration and evaluation before they are accepted for potential use in future designs. See New Technologies and Products.
