A regular meeting of the Civil Service Commission was held on Wednesday, August 12 2026, at 10:00 a.m., in Trenton, New Jersey.
PRESENT: Mary Cruz, Acting Chairperson; Members Dolores Gorczyca, Diomedes Tsitouras, and Christina Mongon; Levi Klinger-Christiansen, Deputy Attorney General; Shannon L. Dalton, Director, Division of Appeals and Regulatory Affairs; and Annemarie Ragos-Goff, Commission Secretary, were present. All individuals listed participated via teleconference.
In accordance with L.1975, c.231, the Secretary to the Civil Service Commission opened the meeting with the following statement:
Notice of this meeting was filed with the Secretary of State and sent to the Trentonian, Trenton Times, Courier-Post and Star Ledger on November 5, 2025, and posted at the Civil Service Commission, 3 Station Plaza, Trenton, New Jersey.
All actions were by unanimous vote unless otherwise specified.
CIVIL SERVICE COMMISSION MINUTES

ACTION: The Civil Service Commission adopted the minutes of its meeting of July 22, 2026.
WITHDRAWAL OF APPEALS
The following appeal was withdrawn and removed from the hearing calendar:
Abiodun Adewale, Human Services Technician, Greystone Park Psychiatric Hospital, Department of Health, removal.
Jaden East, Lab Assistant, Passaic Valley Water Commission, removal.
John Radice, Equipment Operator, Borough of Fairfield, Department of Public Works, 42 day suspension.
ACTION: The Civil Service Commission noted the withdrawal of the appeals.
DISMISSAL FOR FAILURE TO APPEAR
The Civil Service Commission dismissed the following appeal for failure to appear at the scheduled proceedings before the Office of Administrative Law:
Davyda Baskerville, Investigator, Middlesex Vicinage, Judiciary, released at the end of the working test period.
ACTION: The Civil Service Commission noted the dismissal of the appeal.

A-2 WILLIAM JOHNSON – CSC DOCKET NO. 2022-1225
William Johnson, a Sewer Repairer Supervisor, with the Township of Irvington, Department of Public Works, appeals his removal, effective November 10, 2021, on charges of insubordination and conduct unbecoming a public employee.
Recommendation of the Administrative Law Judge – Dismiss the appeal due to his failure to appear.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-3 JULIO RODRIGUEZ – CSC DOCKET NO. 2026-1594
Julio Rodriguez, a Truck Driver, with the City of Hoboken, Department of Parks, Recreation and Public Works, appeals his six working day suspension, on charges of insubordination; conduct unbecoming a public employee; and other sufficient cause.
Recommendation of the Administrative Law Judge – Modify the six working day suspension to a four working day suspension.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.
A-4 MATTHEW RUDING – CSC DOCKET NO. 2025-1492
Matthew Ruding, an Assistant County Park Superintendent with Monmouth County, Department of Parks, appeals his removal, effective January 9, 2025 on charges on charges of conduct unbecoming a public employee and other sufficient cause.
Recommendation of the Administrative Law Judge – Uphold the removal.
ACTION: The Civil Service Commission affirmed the recommendation of the Administrative Law Judge.

B-1 SHANNAN BROOKS – CSC DOCKET NO. 2025-2599
Shannan Brooks requests permission to submit a late application for the promotional examination for Supervising Family Services Specialist 2 (PS0671K), Department of Children and Families.
ACTION: The Civil Service Commission directed that this request be denied.
B-2 MONICA GARCIA – CSC DOCKET NO. 2026-1730
Monica Garcia requests permission to submit a late application for the promotional examination for Quality Assurance Coordinator (PS4433H), Department of Health.
ACTION: The Civil Service Commission directed that this request be denied.
B-3 AKMAL ABDALLA – CSC DOCKET NO. 2026-2272
Akmal Abdalla appeals the determination of the Division of Agency Services that he did not meet the experience requirements for the open competitive examination for Director of Economic Development Program (M0035H), Hillside.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-4 S.L. – CSC DOCKET NO. 2025-2625
S.L., a Family Service Specialist 2 with the Department of Children and Families represented by Justin Schwam, Esq., appeals the determination of a Chief Ethics and Compliance Officer with the Department of Law and Public Safety, which substantiated that the appellant violated the New Jersey State Policy Prohibiting Discrimination in the Workplace.
ACTION: The Civil Service Commission directed that this appeal be granted in part and be referred to the Office of Administrative Law for a hearing.
B-5 DANIEL BURKE – CSC DOCKET NO. 2026-1666
Daniel Burke, a former Municipal Engineer with Jackson, Department of Administration, represented by F. Kevin Lynch, Esq., requests reconsideration of the Civil Service Commission’s decision in In the Matter of Daniel Burke, Jackson, Department of Administration (CSC, decided November 26, 2025).
ACTION: The Civil Service Commission directed that this request be denied.
B-6 ERIC DELGADO AND TIMOTHY MITCHELL – CSC DOCKET NOS. 2025-2589 AND 2025-2590
The PBA State Law Enforcement Unit, represented by David Beckett, Esq., requests partial reconsideration of the Civil Service Commission’s decision in In the Matters of Eric Delgado and Timothy Mitchell, Sergeant Campus Police (PS3229J), Montclair State University (CSC, decided April 9, 2025).
ACTION: The Civil Service Commission directed that this request be denied.
B-7 CHANDRASEKHAR BOTCHA – CSC DOCKET NOS. 2025-719 AND 2026-2401
Chandrasekhar Botcha appeals the administration of the promotional examinations for Administrative Analyst 4, Information Systems (PS3769P and PS1172P), appeals his score on the PS3769P examination, and requests a stay of the PS1172P eligible list.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-8 DOROTA KOLODRUBIEC – CSC DOCKET NO. 2026-2328
Dorota Kolodrubiec, a Correctional Police Officer with the Middlesex County Department of Corrections, represented by Stuart J. Alterman, Esq. and Donna O’Brien, Esq., requests interim relief for retroactive pay pursuant to the 180-day rule.
ACTION: The Civil Service Commission directed that this request be denied.
B-9 JONATHAN SCOTTO-DIFREGA – CSC DOCKET NO. 2026-1928
Monmouth County, represented by Steven W. Kleinman, Esq., petitions the Civil Service Commission for reconsideration of In the Matter of Jonathan Scotto-DiFrega, Monmouth County, Department of Corrections (CSC, decided December 17, 2025), which reversed Jonathan Scotto-DiFrega’s removal. Monmouth County also requests a stay of that decision.
ACTION: The Civil Service Commission directed that this petition be denied.
B-10 JOHN T. ARRINGTON – CSC DOCKET NO. 2026-2460
John T. Arrington, a Senior Correctional Police Officer with the Edna Mahan Correctional Facility for Women, Department of Corrections, represented by Luretha M. Stribling, Esq. requests back pay, counsel fees, interim relief, enforcement, and reinstatement pursuant to In the Matter of John T. Arrington (CSC, decided February 25, 2026).
ACTION: The Civil Service Commission directed that this request be denied.
B-11 ACCOUNTANT (M0707G), LAKEWOOD – CSC DOCKET NO. 2026-1337
Lakewood requests permission not to make an appointment from the September 8, 2025, certification for Accountant (M0707G).
ACTION: The Civil Service Commission directed that no selections costs be assessed.
B-12 FISCAL ANALYST (M1793F), BELLEVILLE – CSC DOCKET NO. 2026-1028
Belleville requests permission not to make an appointment from the May 27, 2025 certification for Fiscal Analyst (M1793F).
ACTION: The Civil Service assessed selection costs in the amount of $2,048.
B-13 SHAWN MOUNT – CSC DOCKET NO. 2026-1457
Shawn Mount appeals the determination of his salary upon his appointment to the Senior Executive Service with the Department of Transportation.
ACTION: The Civil Service Commission directed that this appeal be denied.
B-14 KAREN BROCKINGTON – CSC DOCKET NO. 2026-1851
Karen Brockington requests relief regarding her personnel record and related remedies.
ACTION: The Civil Service Commission directed that this request be denied.
B-15 DARLENE JOHNSON – CSC DOCKET NO. 2026-1665
Darlene Johnson requests relief regarding her reemployment with Essex County.
ACTION: The Civil Service Commission directed that this request be denied.
B-16 TOMASZ PETRYKIEWICZ – CSC DOCKET NO. 2025-2651
Tomasz Petrykiewicz requests the cancellation of the promotional examination for Conferee 2 Taxation (PS2997U), Department of the Treasury.
ACTION: The Civil Service Commission directed that this request be denied.
