Export Documents

The Export Documents Project assists those who sell domestically produced food, drug, cosmetic, and medical device products internationally. Through label review and routine inspections, we evaluate firms and their products for compliance to applicable State and Federal laws. 

Certificates of Free Sale are required by many foreign countries. The certificates certify that a company is in substantial compliance with the State and Federal standards and are equivalent to products marketed domestically in the United States.

The New Jersey Department of Health has been processing Certificates of Free Sale for approximately three decades in order to meet the requests of exporters of food, cosmetics, and drugs. The number of applications for Certificates of Free Sale requests has dramatically increased. In the last four years, approximately 3,000 requests have been processed annually with most applications containing numerous products.

REQUEST CERTIFICATES OF FREE SALE
  • We do NOT offer expedited processing of applications.

  • When requesting documents to be forwarded directly to Treasury for Apostilles and Notary Certifications, you must provide a cover letter and 2 pre-addressed Fed Ex or UPS envelopes/airbills.

  • Provide sufficient copies of your requests for certificates of freesale.

  • Typical processing time for certificate requests is 10 working/business days from the date of NJDOH receipt.

  • Wholesale Food-Cosmetic License: A New Jersey business that manufactures and/or stores food, vitamin supplements, or cosmetic products for sale to any entity that is not the end consumer must maintain a wholesale food-cosmetic license with the Department.

  • Wholesale Drug-Medical Device Registration: A business that manufactures, owns, and/or directs the sale of a drug or medical device product in New Jersey may be required to maintain a wholesale drug-medical device registration with the Department.

  • Retail Food License: A business that manufactures and/or stores food products for sale directly to the consumer may be required to maintain a retail food license with their local health department.

  • FDA-Issued Export Documents: The Food and Drug Administration issues food, drug, cosmetic, and medical device export documents for manufacturer or wholesale distribution businesses, located in any state, that are registered and inspected by FDA.
