The vision of the New Jersey Highlands Water Protection and Planning Act to safeguard the state’s water supply has not been met with a corresponding commitment to invest in the actions needed to realize that vision. This must change.  Protection of the New Jersey Highlands is a matter of statewide importance with benefits that extend well beyond the region's boundaries and that will have generational impact.  

This report was prepared in January 2026 primarily for the benefit of the incoming administration as critical policy and priority decisions are being made.
