The New Jersey Highlands Water Protection and Planning Council (Highlands Council) is soliciting proposals from qualified Teams to prepare a Climate Change Technical Report for the Highlands region.
The project will compile and review existing climate data and projections relevant to the Highlands region, assess potential impacts of climate change on the region’s key resources, and recommend adaptation and resilience strategies. The findings will support future amendments to the Highlands Regional Master Plan (RMP).
Proposals are being accepted through Sunday, August 10, 2025

RFP Appendicies
All vendors will be required to complete a series of disclosure forms that are included as appendices A-D in each RFP, once a contract has been awarded. For convenience, these appendices are also provided here as a separate document.
