The Highlands Water Protection and Planning Act specified that the Highlands Regional Master Plan (RMP) must be considered when planning for affordable housing within the Highlands region. Accordingly, the revised Fair Housing Act adopted in 2024 directs the Department of Community Affairs and municipalities in the region to incorporate provisions of the RMP in several ways. Build-Out Update Assistance
The Highlands Council has developed the Highlands Build-Out Review portal, an online tool to allows municipalities to better understand the nature and extent of developable lands in the context of protected Highlands resources. This tool requires Highlands Council supplied login credentials and is intended to be used by municipal planners only in support of the creation of an Affordable Housing Plan.
