
The Highlands Regional Master Plan (RMP) provides a framework for implementing the Highlands Act at the local level. Programs outlined in the RMP include the management of Natural Resources; Water Resources and Utilities; Agricultural Resources; Historic, Cultural, Archaeological and Scenic Resources; Transportation; Sustainable Economic Development; and Air Quality. The Highlands RMP was adopted by the Highlands Council in 2008 and is periodically reviewed and amended.

STATE PLAN ENDORSEMENT
On November 4, 2020 the New Jersey State Planning Commission passed Resolution 2020-12 Endorsing the Highlands Regional Master Plan.
