The Highlands Council was saddened to learn of the passing of long-time Council Member Bruce James, who died Thursday, August 27. Bruce was a dedicated member of the Council serving for 15 years following his appointment by then Governor Chris Christie in 2011. He served on several committees including Budget and Finance, Bylaws, Affordable Housing, and the Personnel Committee where he served as Chair beginning in 2018.

“Among his many contributions, Bruce played a particularly important role leading his fellow Council members through the hiring of two Executive Directors during his tenure as Chair of the Personnel Committee,” recalls Highlands Council Chairman Carl Richko. “He was a great colleague and as a fellow Passaic County resident I was able to witness not only his dedication to the protection of the entire Highlands region, but also his commitment to the County where, among other duties, he served as the County liaison to the Open Space Committee.” 

At the time of his appointment to the Highlands Council, Bruce was Director of the Passaic County Board of Commissioners, a board he had already served on for six years. He continued as a Commissioner until his passing, announcing earlier this year that he would not seek reelection.  A nearly lifelong resident of Clifton, Bruce was deeply committed to the community and spent much of his professional career serving the residents of Passaic County as an employee of the Passaic County Board of Social Services. 

“Bruce was clearly a very principled individual who weighed matters carefully and often expressed himself passionately about certain topics,” reflects Highlands Council Executive Director Ben Spinelli. “His understanding of and concern for the work of the Council was evident and his ability to add levity at key moments was truly valued.” 

Often arriving at the Highlands Council office early on public meeting days, Bruce would spend time with staff, getting to know them and seeking to better understand their work. He was also a vocal advocate for staff compensation matters, sharing his knowledge of labor organizations. He will be remembered for his wit and kindness by many former and current staff members as well Council members that had the pleasure of working with him.
