Alpha Borough in Warren County is located entirely in the Planning Area of the Highlands region, where conformance with the Highlands Regional Master Plan (RMP) is voluntary. In 2011 Alpha's petition for plan conformance was approved by the Highlands Council with plans to incorporate a Highlands Center into the Borough's Master Plan. In 2023, the Council approved a petition to expand the previously designated Highlands Center boundary.
