Mountain Lakes Borough in Morris County is located entirely in the Planning Area of the Highlands region, where conformance with the Highlands Regional Master Plan (RMP) is voluntary. In 2024 the Mountain Lakes petition for plan conformance was approved by the Highlands Council and the borough is now working to align local planning and regulatory documents with the goals, policies, and objectives of the RMP.
