New Jersey Highlands Water Protection and Planning Council

The Township of Parsippany-Troy Hills in Morris County is a suburban community with many distinct residential neighborhoods and a concentration of commercial activities. The township is intersected by several major roadways, including Interstates 80, 280 and 287, State Routes 10, 46, 53 and 202. Along with these land uses, approximately 1/3 of the township is categorized as open space. Parsippany-Troy Hills is located entirely in the Planning Area of the Highlands region. In 2020 the Highlands Council approved a request from the township to bring local planning regulatory documents into alignment with the Highlands Regional Master Plan (RMP), making Parsippany-Troy Hills eligible for additional grant funding from the Council.
