Ivy Hill Storm Water Mitigation Program

The Ivy Hill Storm Water Mitigation Program will help protect the Ivy Hill neighborhood in the City of Newark against repetitive flood damage by addressing the currently undersized stormwater culverts and areas of poor drainage and infiltration. The focus will be to capture and redirect excess storm water runoff that flows to Woodbine Avenue.

The Ivy Hill neighborhood was significantly affected by Hurricane Ida and is located in Essex County, which the U.S. Department of Housing and Urban Development (HUD) determined is among the counties that were most impacted and distressed by Ida.

The program will focus on achieving the following objectives:

  • Reduce or eliminate the long-term risk of loss of life, injury, and damage to and destruction of property by lessening the impact of future disasters.
  • Recover from the disaster impacts of Hurricane Ida.
  • Protect publicly funded recovery investments in the Ivy Hill neighborhood.

The administration of the program will be a joint effort between DCA and the City of Newark. DCA will provide oversight of the program funds and ensure they are administered in compliance with applicable federal and state laws and regulations, while the City of Newark will implement the program and have decision-making authority over the construction scope.
