Hurricane Ida Mortgage Forbearance
Mortgage Forbearance under bill S-3670, which was signed into law on October 30, 2024, provides mortgage relief and foreclosure protection for homeowners impacted by Hurricane Ida.
The application period for Hurricane Ida Mortgage Forbearance ended at 5 p.m. on February 26, 2025. Applications are no longer being accepted.
Homeowners deemed eligible for a forbearance will receive a Certification of Eligibility. Upon issuance, the storm-impacted homeowner shall notify and provide a copy of the Certification of Eligibility for Forbearance to their mortgage servicer which is required to suspend mortgage principal and interest payments for a period up to one year.
Receiving forbearance will not reduce the mortgage balance and homeowners will still be responsible for tax and insurance payments, as well as maintenance of the property during the forbearance period.
Eligibility Requirements
To qualify for a Certification of Eligibility for Forbearance, an applicant must satisfy the following eligibility criteria:
- Meet the definition of "storm-impacted homeowner" pursuant to section P.L. 2024, c.85 and described below.
- Have a current mortgage obligation on their primary residence; and
- Submit a complete application to DCA that satisfies the requirements of this policy.
"Storm-impacted homeowner" means a person who holds a mortgage to a primary residence and, as a result of damage to that primary residence due to Hurricane Ida:
- Applied to the Homeowner Assistance and Recovery Program (HARP), and remains in an eligibility, scoping, award, or construction phase of the Program; or
- Applied to HARP but was ineligible based on criteria excluding homes located in government-designated flood-hazard areas or floodways; or
- Applied to and is pending an award from the Mitigation Assistance Program (MAP); or
- Invited to participate or is participating in CDBG-DR Blue Acres.
Application Period
The application period was January 27, 2025, to February 26, 2025.
