Superstorm Sandy CDBG Disaster Recovery Action Plan and Reports

The State of New Jersey’s Superstorm Sandy Community Development Block Grant Disaster Recovery (CDBG-DR) Action Plan was approved by the United States Department of Housing and Urban Development (HUD) on April 29, 2013. This plan and its amendments detail how the State is spending the $4.17 billion in federal CDBG-DR funds it received for eligible Superstorm Sandy disaster recovery and rebuilding activities. The documents describe the State’s use of CDBG-DR funds, including criteria for eligibility and how these funds have addressed and continue to focus on disaster relief, long-term recovery, restoration of infrastructure, and housing and economic revitalization in the areas most impacted and distressed by Sandy.

The New Jersey Citizen Participation Plan was developed to provide all New Jersey residents with an opportunity to join in the planning, implementation, and assessment of the State’s Sandy CDBG-DR recovery programs. It sets forth policies and procedures for citizen involvement, with emphasis on low-income and moderate-income individuals, people with limited English proficiency, people requiring special options due to disabilities access by non-English, and households in communities hit hard by Superstorm Sandy.

The Superstorm Sandy Language Access Plan explains the actions the New Jersey Department of Community Affairs (DCA) and its subrecipients have taken and are taking to ensure that individuals with Limited English Proficiency (LEP) have meaningful access to Sandy recovery activities, programs, and services as required by federal law and regulations. The language access plan describes the four‐factor analysis that DCA conducted to identify the needs of LEP persons throughout the nine counties most impacted by Sandy and the accompanying protocols, training and outreach efforts DCA has done and is doing to ensure LEP persons can access Superstorm Sandy disaster recovery programs and services.
