State of New Jersey Draft Consolidated Annual Performance and Evaluation Report (CAPER) and the Performance Evaluation Review for Small Cities and CDBG-CV
Available for Public Comment
In accordance with the guidelines established by the U.S. Department of Housing and Urban Development (HUD), the State of New Jersey hereby announces the opening of a 15-day public comment period for its Draft Consolidated Annual Performance and Evaluation Report (CAPER) and the Performance Evaluation Review for Small Cities and CDBG-CV for Federal Fiscal Year 2024 (State Fiscal Year 2025).
Prepared by the New Jersey Department of Community Affairs, the draft CAPER outlines the State’s progress in implementing HUD-funded programs, including Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME), Housing Opportunities for Persons With AIDs (HOPWA) and the Recovery Housing Program (RHP).
This report presents comprehensive details on the program’s achievements, financial expenditures, and the individuals served during the fiscal year ending June 30, 2025.
The draft CAPER and Performance Evaluation Review for Small Cities and CDBG-CV will be available for public review and comment from September 10, 2025, through September 25, 2025.
Residents and stakeholders are encouraged to submit written comments by September 25, 2025, to Sheri Malnak at sheri.malnak@dca.nj.gov or present comments at a hybrid public hearing scheduled for September 15, 2025, at 10 AM.

An in-person hearing is scheduled for September 15, 2025, at 10 AM at the NJ Department of Community Affairs’ building located at 101 S. Broad Street, Trenton, NJ in conference room 129.
