FY 2026 Action Plan Substantial Amendment

The following serves as a Substantial Amendment to the approved Annual Action Plan for Program Year 2026. The amendment is necessary to reallocate HOME Investment Partnerships Program (HOME) funds currently designated as Community Housing Development Organization (CHDO) Set‑Aside funding to the jurisdiction’s HOME entitlement (non‑CHDO) funding category. This reallocation is necessary to ensure timely expenditure of HOME funds and to align resources with current housing priorities; and to incorporate the State’s newly awarded FY 2026 National Housing Trust Fund (NHTF) allocation totaling $7,444,600.15.

This amendment was posted on the NJDCA website on October 13, 2026, for a 30-day comment period. Comments can be made at a hybrid public hearing scheduled for October 23, 2026 at the DCA building located at 101 S. Broad Street Trenton, New Jersey in Conference Room 129 or emailed to Sheri Malnak at sheri.malnak@dca.nj.gov by November 12, 2026.
