INFORMATION ON HOUSING ASSISTANCE PROGRAMS

HOMELESSNESS PREVENTION PROGRAM

Purpose: To provide temporary assistance to households who are being evicted due to a short- term loss of income.

Eligibility Requirements:

  • Summons or warrant of removal from landlord-tenant court (Court papers must have a docket number and a court date and must be no more than 6 months old).
  • Current gross income at or below 80 percent of Area Median Income
  • Resided in the housing unit for at least three months without incurring arrears
  • Ability to pay monthly housing costs after receiving HPP assistance
  • Legally in the United States

Level of Assistance:

  • Rental Arrears - Maximum is 3 months back rent plus any court fees, legal fees and other late fees included as rent in a written lease.
  • Relocation (applicant is homeless) - Security deposit of up to 1 ½ months’ rent and 1 forward month’s rent.

Please note that the applicant cannot be assisted with both back rent and relocation to a new unit.

HOMELESSNESS PREVENTION AND RAPID RE-HOUSING

Purpose:  To provide temporary financial assistance to help pay for housing and case management and services to maintain housing

Targets two populations:

  • Homelessness Prevention assistance to households in imminent risk of homelessness due to an eviction. (Must have a summons or warrant of removal from landlord-tenant court - court papers must have a docket number and a court date and must be no more than 6 months old).
  • Rapid Re-housing assistance to individuals and families living on the streets or in emergency shelters (up to 90 days) obtain permanent housing

Income: Maximum gross annual income 30% of AMI

Eligible Activities: Homelessness Prevention:

  • Financial Assistance: Maximum assistance with arrears and rental assistance is 6
  • months (Rental Arrears: up to 3 months)
  • Utility Payments: up to 2 months for electric, oil and gas (must have shut off notice and be in violation of lease)
  • Case Management:
    • Developing an individualized housing and self-sufficiency plan (including job search and career advancement).
    • Identifying and obtaining services for program participants.
  • Credit repair, budgeting, and money management

Rapid Re-Housing:

  • Security Deposit: up to 1 ½ months of rent
  • Rental Assistance: up to 12 months
  • Utility Deposits: for electric, oil and gas
  • Moving Cost Assistance: reasonable moving costs, such as a truck rental, hiring a moving company or short-term storage fees for a maximum of three months or until the program participant is in housing, whichever is shorter.
