Affordable Housing Municipal Reporting Requirements
Amendments to the Fair Housing Act (P.L. 2024, c.2) require municipalities to report project/unit and trust fund information to the Department by February 15 of each year. LPS has updated the CTM system to make it more user-friendly and responsive to the data required for reporting, the new system is called the Affordable Housing Management System, or AHMS. Information from the CTM system was migrated to the new system, and all municipal reporting required by P.L. 2024, c.2 for completed affordable housing units and municipal affordable housing trust funds must be provided in the new AHMS by February 15, 2026.
We continue to modify and streamline the system. These changes are meant to make the data more aligned with reporting requirements and remove fields that are no longer necessary. We conducted a webinar on December 5, 2025 to go over the changes and discuss how to use the system. A video of the webinar has been uploaded below for future viewing. We intend to offer more webinars early in the New Year as well.
We will communicate any relevant information about the system or the requirements related to MHLs and AAs directly to MHLs, so it is important to have each municipality register their MHL in the system so that we can send accurate emails. Make sure your town has appointed an MHL, and that person has registered for AHMS as soon as possible. We will also need a copy of the resolution appointing that person to the position.
