Vivian Smith, a prominent architect of southern New Jersey shore communities, designed Ventnor City Hall in 1928. While the massing of Smith's design is consistent with the residential character of the town, the Jacobean Revival style evokes images of the town's namesake in England.

Ventnor City Hall remains remarkably intact and clearly reflects the growth and affluence of this seaside community in the early twentieth century. The 1997 grant allowed for the continuation of a two-part restoration campaign on the building's handsome exterior, begun in 1996 with the assistance of an earlier Trust grant. Key features of this second phase included restoring the multi-colored slate roof, the rustic brick and half-timbering, and the refined terra cotta.
