NJ Mental Health Application for Payment Processing (NJMHAPP)
The NJMHAPP MH FFS programs pays provider agencies under contract with the DMHAS to deliver community-based mental health services on a fee-for-service basis.
Substance Use Disorder (SUD) Fee for Service
The DMHAS operates a SUD FFS initiatives Network of licensed SUD provider agencies contracted to provide SUD treatment through Fee-for-Service reimbursement in various funding initiatives.
Certified Community Behavioral Health Center (CCBHC)
A CCBHC is a Certified Community Behavioral Health Center. CCBHC’s provide a comprehensive array of services needed to create access, provide the necessary treatment, and improve outcomes for those with mental illness and/or substance use disorders.
Under the data reporting requirements contained in NJAC 10:37-6.84, all provider agencies under Mental Health FFS and/or cost based contract with DMHAS are obligated to submit certain data elements to DMHAS via the Unified Services Transaction Form (USTF). This form is the data collection mechanism for the Division’s Client Registry, which is our system-wide database for information concerning the characteristics of clients served in NJ’s publicly-funded mental health system. Information from this system assists the Division’s planning and program developments. It is also used to determine incidence and prevalence rates, the number of persons with serious and persistent mental illness and unduplicated counts of persons served.
The QCMR database is a contractual obligation required for all provider agencies receiving funding from DMHAS. The QCMR collects cumulative, program-specific data via a web-based portal. It tracks data consisting of consumers served, as well as quantifies service utilization across the mental health system. QCMR data is provided by approximately 100 separate provider agencies on 24 different program elements for approximately 630 separate sub-program elements (e.g., a specific program element, run by specific agency and specific site) on a quarterly basis.
