The Office of Program Integrity and Accountability (OPIA) is responsible for safeguarding the health, safety, and well-being of individuals served through programs overseen by the Department of Human Services (DHS). OPIA works closely with both internal teams and external partners to ensure that all services follow applicable federal and state laws, as well as DHS policies and regulations. Through this oversight, OPIA helps promote high-quality, accountable care across the system.
Office of Licensing (OOL)
The Office of Licensing (OOL) is responsible for licensing, inspecting, and supporting programs that serve individuals with developmental disabilities and traumatic brain injuries. Through its regulatory work, OOL helps ensure that these programs provide safe, supportive, and high-quality environments where individuals can receive the services they need. OOL also offers technical assistance to help providers meet all state licensing requirements and promote best practices in care.
Office of Investigations (OI)
The Office of Investigations (OI) conducts independent, thorough, and timely civil investigations into serious incidents and allegations involving individuals served by the Department of Human Services (DHS) and its community partners. OI’s role is to ensure that all investigations are objective; helping to protect the rights, safety, and well-being of the individuals supported by DHS-funded programs.
Employment Controls and Compliance Unit (ECCU)
The Employment Controls and Compliance Unit (ECCU) conducts fingerprint-based background checks for employees working in programs overseen by the Department of Human Services (DHS) and the Department of Children and Families (DCF). ECCU is responsible for collecting, reviewing, and interpreting criminal history record information (CHRI) to help ensure that individuals working in these programs meet safety and eligibility standards. This process plays an important role in protecting the health and safety of those receiving services. For certain DDD employees, ECCU also oversees required drug testing and Child Abuse Record Information (CARI) checks.
Office of Performance Management (OPM)
The Office of Performance Management (OPM) helps ensure that all reported incidents involving individuals served by programs licensed, regulated, or funded by the Department of Human Services (DHS) are properly tracked, managed, and addressed. OPM oversees the incident response process across the system to promote accountability and safety. It includes three key units: the Critical Incident Management Unit (CIMU), the Incident Verification Unit (IVU), and the Investigative Resource Unit (IRU).
Office of Prevention (OOP)
The Office of Prevention (OOP) works to protect individuals eligible for services through the Division of Developmental Disabilities (DDD) by identifying and addressing risks related to abuse, neglect, and exploitation. OOP focuses on proactive strategies to keep individuals safe before harm occurs. The office includes two key teams: the Field Safety and Services Unit (FSSU) and Research and Prevention (R&P), which work together to promote safety and prevention across the service system.
