Overview:  The purpose of this RFQ is to solicit Quotes for Research Evaluation of NJDOL Maternity Leave Navigator Pilot.The New Jersey Department of Labor and Workforce Development (NJDOL) seeks quotes from qualified research evaluation partners to assess the effectiveness and impact of the Maternity Leave Navigator Pilot. This pilot aims to increase equitable access to paid family and medical leave benefits by integrating a navigator role within the maternity system of care, that ultimately reduces administrative burden in applying.

Important Dates: Dates are subject to change. All times contained in the Request for Quotation refer to Eastern Time. In the event that it becomes necessary to revise this Request for Quotation, such clarification will be by Amendment which will be posted on the website.

• August 28, 2025 at 4PM: Deadline for all questions in response to this RFQ to be submitted via email to CompetitiveBids@dol.nj.gov
• September 20, 2025 at 2PM: Deadline for all proposals to be submitted via email to CompetitiveBids@dol.nj.gov

Required Forms and Certifications: Bidders are required to complete and submit the following forms and certifications. Additionally, a Bidder may attach completed forms to its NJSTART Vendor Profile. Refer to QRGs “Vendor Forms” and “Attaching Files” for additional instructions. 

1. Ownership Disclosure Form;
2. Disclosure of Investment Activities In Iran Form;
3. Disclosure of Investigations and Other Actions Involving Bidder Form;
4. MacBride Principles Form;
5. Source Disclosure;
6. Two-Year Vendor Certification and Disclosure of Political Contributions” Chapter 51 Forms”;
7. Affirmative Action Certificate (This can now be completed online, and it takes five (5) business days to update in NJSTART);
8. Proof of Business Registration;
9. Proof of Insurance (Acord Certificate) listing the State as an additional insured, with respect to General Liability and Automobile Liability, meeting at a minimum the amounts detailed in Section 4.2 of the SSTCs; and
10. Certification Regarding Prohibited Activities with Russia or Belarus.
