Name of Grant Program:Pre-Apprenticeship in Career Education (PACE)
Fiscal Year of Grant Program: FY 2025 - Round 1
Purpose for Which Funds will be Used:
Grant funds will be awarded to successful applicants responding to this competitive NGO. The purpose of the PACE Program is to prepare individuals to enter and succeed in Registered Apprenticeship programs. These pre-apprenticeship programs have a documented partnership with at least one Registered Apprenticeship program sponsor that is committed to hiring from the pre-apprenticeship program within 18 months from the start of the contract period of performance, and together, they expand the participant's career pathway opportunities with industry-based training coupled with classroom instruction. The program will drive economic development through skills and educational attainment and create pathways to better-paying careers and advanced credentials.
The New Jersey Department of Labor and Workforce Development, Office of Apprenticeship seeks to encourage the growth of career pathway opportunities for people disconnected from employment, training, and education. Within the workforce development system, pre-apprenticeships serve a critical role for people to acquire career-specific skills, advance work-readiness, and connect them to longer-term career opportunities.
This competitive grant opportunity is open to the following entities:
- Any employer based in New Jersey or with a New Jersey presence;
- Workforce Intermediary Sponsors;
- Employer / Trade Associations;
- Any labor organization which represents workers in the occupation for which the apprentices will be trained;
- Labor/Management Partnership (public or private);

- Public high schools within New Jersey;
- Two- and four-year institutions of higher education;

NOTE: Organizations awarded FY2024 Round 2 PACE contracts are not eligible to apply for FY2025 Round 1 PACE funding. Round 1 applications are open to those not funded in FY2024 Round 2 as well as new applicants.

Purpose for Which Funds will be Used:
The purpose of the GAINS program is to promote the expansion and development of United States Department of Labor (USDOL) approved Registered Apprenticeship programs that drive economic development through skills and educational attainment and create pathways to better-paying careers and advanced credentials. While this NGO describes fourteen (14) sectoral/occupational areas of focus, all occupations that are recognized by US DOL as “apprenticeable” are encouraged to apply.

Purpose for Which Funds will be Used:
The Women and Minorities in Construction Trades Program seeks to eliminate economic barriers commonly associated with an individual’s inability to invest in skills training and work readiness and connect women and/or minority populations to quality career and training opportunities in the building and construction industry. This grant program prepares women and minorities for employment and/or placement in building and construction trades occupations, other industry occupations, or Registered Apprenticeship programs within the construction industry. Applicants are required to provide quality support services to ensure successful placement into long-term trade and/or professional employment in the construction and building trades industry.
Funding from this grant announcement shall be used to support training in the construction and building trades industry, including clean energy and lead abatement occupations. Occupations within the construction and building trades industry including craft, administrative, support, or operational occupations are acceptable. This includes professional titles as well as skilled trades.
This targeted, competitive opportunity is designed to provide funding for eligible organizations to implement construction trades training, placement services and quality support services to women and minority populations in accordance with the NGO. Purpose for Which Funds will be Used: The Innovation and Research Fellowship Program (IRFP) grant funds are provided to support technological research and the innovation ecosystem in New Jersey and to encourage Ph.D. candidates and graduates to continue their research in fellowship with New Jersey’s science and technology companies. Purpose for Which Grant Funds Will Be Used: NJDOL is proposing partnerships and workforce development activities statewide to assist youth and adults with adult literacy, digital literacy, family literacy, and building the skills, training, and work experience necessary to obtain and retain unsubsidized regular employment that leads them to self-sufficiency. The goals of Literacy Innovations grant include:
- The facilitation of community partnerships that are central to overcoming employment barriers of recipients with low literacy levels.
- Ensure participants are assessed and Individual Employment Plans (IEP) are developed for the timely delivery of appropriate and necessary education, career-training, and support activities to individuals.

Purpose for Which Funds will be Used: The purpose of the NJYC program is to implement a statewide coordinated service system designed to help disconnected out-of-school youth, ages 16-25, without a high school diploma, reengage in educational, training and employment opportunities for a sustainable long-term career development. Grant overview: The Cultivating Access, Rights, & Equity (CARE) Grant Program seeks to increase New Jersey workers’ awareness of and equitable access to paid family and medical leave benefits (aka Temporary Disability and Family Leave Insurance), earned sick leave and other work rights, and unemployment insurance.
This grant program focuses on workers who are less likely to have access to paid leave, such as low-wage workers, immigrants, refugees, veterans, and youth workers, and on reducing barriers related to race, ethnicity, language, sexual orientation, and gender identity that can impact workers’ knowledge of – and meaningful access to – the rights and benefits for which they are eligible.
For Fiscal Year 2024, the CARE Grant Program has been expanded to include outreach and education on additional Wage and Hour laws, including minimum wage, overtime, wage theft/wage payment, misclassification, and the Temporary Workers Bill of Rights.
The CARE Grant Program seeks to establish collaborative relationships with trusted community-based organizations throughout the state who demonstrate capacity, experience, and a history of success providing outreach, education, technical assistance and/or support. Public and private nonprofit organizations, faith-based organizations, state-recognized tribal governments with 501(c)(3) status, and government entities may apply. Applicants can submit proposals as individual organizations or as a collaborative with a lead agency.

Purpose for Which Funds will be Used: With a growing need for skilled workers in high demand fields, and a decline in college enrollment, employers are seeking individuals that possess both theoretical and applied knowledge, skills, and abilities. The concept of a Degree Apprenticeship is fairly new; at its core, this model combines postsecondary education with paid on-the-job learning experiences through USDOL Registered Apprenticeship programs while the apprentice is simultaneously enrolled in a degree program, or through the awarding of credits toward a degree through a prior learning assessment.
Given the renewed emphasis on growing apprenticeships in traditional, as well as nontraditional sectors/occupations, a new policy approach is warranted wherein apprentices have the opportunity to simultaneously complete their apprenticeship program and a college degree. This “co-enrollment” approach, which will be expanded to include nontraditional sectors/occupations, will help to alleviate many of the challenges faced by the original NJ PLACE model.

Purpose for Which Funds will be Used: The NJDOL Office of Youth Programs will administer the Bridges program continuation to provide specialized workforce development services to youth with disabilities, justice-involved youth, youth who are or have aged out of foster care, and pregnant or parenting youth, in an effort to enhance the current practices and systems intended to serve their needs. The New Jersey Department of Labor (NJDOL), in collaboration with the State Parole Board (SPB), seeks to fund proposals that will provide employment preparation and placement services, on a fee-for-service basis, to parolees of the SPB. There are over 15,000 offenders throughout New Jersey under the supervision of the SPB. Purpose for which funds will be used: In response to the State of New Jersey’s 2018 Clean Energy Act (CEA) P.L.2018, c.17, which requires each utility to implement energy efficiency measures to reduce electric usage, the NJDOL partnered with the Public Service Electric and Gas (PSE&G) Company to develop the Clean Energy Jobs Training Program. The program is designed to help build a workforce with skills needed to implement energy efficiency projects across PSE&G’s service areas and to target New Jersey’s urban underserved communities. Over the next three years, PSE&G, in partnership with the NJDOL and community-based organizations, expect to recruit, train, and employ more than 2000 residents from PSE&G’s service areas.
The purpose of this PSE&G Partnership Grant is to support the aforementioned initiative by recruiting eligible participants to be enrolled into the PSE&G Clean Energy Jobs Training Program, and to provide those training participants and job candidates with workforce readiness and financial literacy education, wrap-around supportive services, job coaching, and job placement services in order to successfully matriculate from training to jobs with PSE&G’s contracted suppliers and employers. Service areas for this grant will specifically target the cities of Newark, Paterson, Elizabeth, New Brunswick, Trenton and Camden.

Grant funds will be awarded to successful applicants responding to this competitive Notice of Grant Opportunity (NGO). The purpose of Pathways to Recovery is to provide training opportunities, career services, supportive services (for example, transportation, childcare, clothing, driver’s license restoration) and employment for individuals whose workforce conditions or trajectories have been impacted by the opioid epidemic in the following nine counties: Atlantic, Camden, Essex, Hudson, Middlesex, Monmouth, Ocean, Passaic, and Union.
For purposes of this grant impacted by the opioid epidemic is defined as an individual who has a friend, family member or personal history of opioid use.
This grant seeks to deepen the network of employment supports for those affected by the opioid epidemic. It seeks to improve opportunities and incentives for opioid-impacted individuals by providing basic skills instruction, workforce readiness (employability skills) instruction and work experience which will emphasize re-entry into the workplace. The program will seek to facilitate effective transitions by the targeted population into employment and retention.
Entities that can apply for funding under this NGO: Preference will be given to organizations that have demonstrated successful outcomes working with employers to obtain unsubsidized employment for the targeted population. Special consideration will be given to grantees that collaborate with educational institutions, faith-based and community-based organizations for the purposes of this grant. While there must be a lead applicant, NJDOL encourages consortium and collaborative partnerships which aim to meet the goals of this grant.
Applicants may apply for more than one grant, but must make a separate application for each county. An organization that submits an application for one county is not precluded from participating as a partner in a different organization’s application for a separate county.
If not the lead applicant, grantees must demonstrate relationship, connection to or partnership with mental health, opioid use disorder (OUD) treatment and/or recovery center providers.
To be eligible for this NGO, the applicant must satisfy the following requirements:

Purpose for which funds will be used: The COVID-19 Dislocated Worker Grant will address the training needs of individuals suffering job loss or substantially reduced hours (UI eligible) due to the employment impact of the COVID-19 pandemic. Participant training (as defined in WIOA Section 134(c)(3)(D)) will be prioritized to those occupations and industries recruiting workers as a direct and indirect result of the pandemic including healthcare, transportation and logistics, warehousing, and selected retail (food stores and home centers).
In order to maximize the efficiency of grant funds, applicants are encouraged to use a consortium model when applying for grant funds. Eligible entities include Workforce Development Board Areas and non-profit organizations with experience in providing career counseling and funding or delivering occupational skills training. (Training programs must be on the State Eligible Training Provider List).
Applicants using a consortium model must identify a single entity to serve as the Fiscal Agent for the grant.

- focus on individuals who were dislocated due to the Covid-19 pandemic

- discuss transferable skills that can ease the transition of participants from declining occupations to growing occupations

Purpose for which funds will be used: The purpose of this grant program is to provide Paid Summer Internships under the Division of Vocational Rehabilitation Services matrix of Pre-Employment Transition Services. Prior to placement, each student will have access to work readiness services, so that the internship will result in a meaningful experience and good job match. For example, during week one students will sample three different jobs (industries), select one and remain at selected site during weeks two to six. Should student request a site change due to any personal or workplace issues, the skills trainer will contact the Program Planning and Development Specialist for guidance before granting a site change.

Purpose for which the grant will be used: The Innovation and Research Fellowship Program (IRFP) grant funds are provided to support technological research and the innovation ecosystem in New Jersey and to encourage Ph.D. candidates/graduates to continue their research in fellowship with New Jersey’s science and technology companies.

The purpose of Pathways to Recovery is to provide training opportunities, supportive services (for example, transportation, childcare, clothing, driver’s license restoration) and employment for 600 individuals whose workforce conditions or trajectories have been impacted by the opioid epidemic in the following six counties: Atlantic, Camden, Essex, Middlesex, Monmouth and Ocean.
For purposes of this grant impacted by the opioid epidemic is defined as an individual who has a friend, family member or personal history of opioid use.
In 2018, New Jersey had 3,163 drug overdose deaths, the most recorded in one calendar year. The Centers for Disease Control and Prevention reported New Jersey had one of the highest increases of such deaths in the country, up 21 percent between January 2017 and January 2018.
In 2018, the overdose deaths in Atlantic, Camden, Essex, Middlesex, Monmouth and Ocean counties exceeded overdose deaths in 2017. Since 2015, Essex has experienced a 168% increase in opioid overdose deaths; Atlantic 155% increase; Middlesex 99% increase; Monmouth 83% increase, Camden 69% increase and Ocean 38% increase.
This grant seeks to deepen the network of employment supports for those affected by the opioid epidemic. It seeks to improve opportunities and incentives for opioid-impacted individuals by providing basic skills instruction, workforce readiness (employability skills) instruction and work experience which will emphasize re-entry into the workplace. The program will seek to facilitate effective transitions by the targeted population to employment with in-demand occupations.

Purpose for which funds will be used: There is a critical need for alcohol and drug counselors that are qualified, trained and prepared to assist individuals who are suffering from drug addiction. According to the Bureau of Labor Statistics (BLS), employment of substance abuse and behavioral counselors is projected to grow 22% from 2014 to 2024. This growth is much faster than the average for all occupations. Trained counselors are a critical, front line element of a broader strategy to combat addiction.
Applicant New Jersey colleges or universities will lead a multi-college partnership to deliver CADC training statewide with a minimum of two higher education partners. The colleges will deliver this training to individuals who are current employees of non-profit organizations serving at-risk populations as well as individuals who are unemployed and committed to pursuing a career in this field.

Purpose for which funds will be used: To support New Jersey’s goal of 65 by 25: Many Paths, One Future Initiative, the Department of Labor and Workforce Development is announcing a notice of grant opportunity for Talent Development Centers in Key State Industries. The purpose of this grant program is to build on the many efforts currently underway at colleges and universities across the state to build stronger employer-driven partnerships to improve the alignment of education and training with the needs of the economy by establishing seven statewide Talent Development Centers (TDC’s) at higher education institutions. The TDC’s are designed to build and implement new career pathways that will meet the workforce needs of employers while allowing individuals to earn industry-valued credentials, college credit, enter an apprenticeship program and ultimately earn an associate degree or enter into an articulated agreement towards a baccalaureate degree. Each TDC will serve as a “Center for Excellence” for career pathway development and implementation within a designated industry.
The Talent Development Centers will focus on seven key industries:
- Transportation,LogisticsandDistribution,
- Construction/Utilities,
- AdvancedManufacturing,
- Health Care,
- Retail, Hospitality and Tourism,
- Life Sciences and
- Financial Services.
The total funding available for these (7) Talent Development Centers will not exceed $8.4 million for the Fiscal Year 2018 with a possible extension for an additional two years, contingent on successful performance outcomes and the availability of funds.

Purpose for which funds will be used: The law provides grant funding for customized skills training for workers and businesses located in New Jersey. The Skills Partnership Grant training program is funded through a dedicated assessment on workers and their employers and is a key component in the governor’s economic growth strategy.
Applications for funding are customized to meet specific business needs, with an emphasis on training front-line workers. In accordance with the Workforce Development Partnership law, most of the individuals receiving customized training will be trained primarily for work in the direct production of good and services.
The Customized Training program benefits both employees and business by enhancing the skills of workers, thereby increasing their productivity and the competitiveness of the employer. This investment by the state is expected to result in the creation of new jobs, the retention of jobs and an increase in wages for the trained workers.

Purpose for which funds will be used: The purpose of the grant is to establish model demonstrations to expand or improve programs serving persons with the most significant disabilities who are currently in extended employment. Funding for this competitive grant is under the auspices of the New Jersey Division of Vocational Rehabilitation Services (DVRS), which will serve as administrator and fiscal agent for the funds awarded. In particular, the DVRS is interested in proposals that develop, implement, and build upon career pathway initiatives that will lead to community based competitive integrated employment opportunities within the seven Talent Networks. The term “career pathway programs” means a clear sequence of education coursework and training credentials and should lead to the attainment of an industry-recognized degree or credential, which may include stackable credentials of value in the labor market and that articulate progressively to higher-level credentials or degrees.
Entities that can apply for funding under this NGO: Eligible applicants for this 12-month, competitively awarded grant must be agencies that provide Extended Employment Programs authorized and approved by the LWD. The organization must currently be using a center-based employment model and be interested in transitioning participants into competitive integrated employment.

Purpose for which funds will be used: The New Jersey Department of Labor and Workforce Development (LWD) is proud to announce a Notice of Grant Opportunity (NGO) for County Apprenticeship Coordinator for Fiscal Year 2018.
The purpose of this grant is to fund Apprenticeship Coordinators in 21 counties. The CACs will ensure that registered apprentices (may be youth, ages 16 and up, or adults) can access and complete the related classroom instruction part of registered apprenticeship; will promote registered apprenticeship training programs to job seekers; will expand registered apprentice sponsorship to employers in existing and new occupational areas; and will assist in the development of career ladders from high school to registered apprenticeship training and to related collegiate degree programs.
The total amount of funding available in Fiscal Year (FY) 2018 (July 1, 2017 – June 30, 2018) is estimated to be $330,000. The program is state funded through the Workforce Development Program (WDP). Final awards are contingent upon State allocation of funds.
