The New Jersey Department of Transportation's (NJDOT) Route 70, Route 38 (Mile Post 0.00) to Cooper Avenue (Mile Post 8.80) project is located within Pennsauken and Cherry Hill Townships in Camden County and Evesham Township in Burlington County. It includes all NJDOT jurisdictional roadways and jughandles, including the Route 70 mainline and shoulders.

Within the project limits, NJDOT classifies Route 70 as an Urban Principal Arterial. The roadway varies from a four-lane divided highway (two lanes eastbound and two lanes westbound) to an eight-lane divided highway (four lanes eastbound and four lanes westbound) with a grass median. Left turn movements are provided via both jughandles and median left turn lanes.

The project area is primarily suburban residential and commercial. Camden County’s Cooper River Park is also located within the project area. The project crosses Chandlers Run, two unnamed tributaries to Cooper River, Cropwell’s Brook, and the South Branch of the Pennsauken Creek.
