Ukrainian Humanitarian Parolees (UHP)

Ukrainian Humanitarian Parole
Ukrainians that arrived through Uniting for Ukraine (U4U) or were paroled at the border between February 24, 2022 and September 30, 2023 have Ukrainian Humanitarian Parole (UHP) status. All Ukrainian humanitarian parolees are eligible to apply for certain benefits and access resettlement assistance programs until the end of their parole term. These individuals’ spouses or unmarried children under the age of 21 who are paroled into the U.S after September 30, 2023 are also eligible to apply for these benefits.

These benefits include cash assistance through Temporary Assistance for Needy Families (TANF) or the Refugee Cash Assistance (RCA) program, Medicaid health insurance through NJ FamilyCare, and food assistance through New Jersey’s Supplemental Nutrition Assistance Program (NJSNAP). Eligibility for these programs depends on a variety of factors, including income level and household composition. Ukrainian humanitarian parolees may also be eligible for other resettlement services such as, employment preparation, job placement, case management, and English language training, through the Office of Refugee Resettlement (ORR) and provided by local agencies.

Ukrainian citizens already in the U.S. who arrived outside of the refugee resettlement process or are here without humanitarian parole status  should consult with an immigration attorney about their options, such as Temporary Protected Status (TPS) or asylum, depending on their circumstances. Required TB Testing and Vaccinations
If you entered the U.S. through Uniting for Ukraine (U4U) you are required to attest to having received Measles, Polio, and COVID-19 vaccinations. Within 90 days of arrival you must attest to US Citizenship and Immigration Services (USCIS) that you have received an IGRA blood test for tuberculosis. The New Jersey Department of Health is offering free IGRA tests to U4U arrivals, more information can be found at Department of Health | HIV, STD, and TB Services | Tuberculosis Control Program (nj.gov).

These resources are intended to raise awareness of human trafficking among individuals from Ukraine in the United States. They also provide additional resources for individuals from Ukraine at risk of, currently experiencing, or who have experienced human trafficking or other abusive situations.
