Computer
Controlled Signal Systems

The Situation Many of the signal systems within the Route 1 Study Area have fixed or preset timing and cannot dynamically respond to changes in traffic flow movements or conditions, leading to excessive delays and/or queuing at signalized intersections.
The Proposal Institute computer controlled signal systems along selected roadways that can continually monitor traffic volumes and adjust signal timings and phases accordingly.
The Locations Route 1 between I287 and 1&9 merge (Edison, Woodbridge); Plainfield Avenue between Woodbridge Avenue and South Plainfield Avenue (Woodbridge); Main Street/Rahway Avenue between Route 35 and Port Reading Avenue (Woodbridge); Easton Avenue (New Brunswick); and, George Street between New Street and Nichol Street (New Brunswick)
The Actions Conduct traffic counting programs/intersection geometric surveys to develop base conditions and project to appropriate design year; design signal systems; work with the appropriate agencies to have them incorporate base elements of computer controlled signal systems (fiber optic conduit, loops) as part of any roadway reconstruction projects; establish priorities for those systems recommended; then build.
Estimated Annual Cost ($Millions) $4-$6 (Total Capital Cost)
Overall Traffic Benefits High
Other Impacts and Considerations Computer controlled signal systems are relatively new to New Jersey (one system is now in place on Route 18 from Old Bridge to Piscataway). Because of the uniqueness and high levels of traffic in the State, this strategy will not be pursued pending evaluation of the Route 18 system.
Lead (Sponsor) NJDOT/County
Support NJTPA, Municipalities
Possible Funding TTF, FHWA (Demo), CMAQ
Estimated Time Frame Short to Mid -Term

(Note: the Route 1 signal system is being pursued as part of the NJDOT’s

Route 1 (Section 7L) project)
