There are three separate Municipal Separate Storm Sewer System (MS4) permits. All three permits authorize the discharge of stormwater from publicly owned MS4 systems. Applicable to Treasury, DPMC’s buildings, the Public Complex Permit authorizes the discharge of stormwater from large publicly owned complexes such as colleges, universities, prisons, and hospital complexes.
Specific Information regarding each of the three MS4 Permit types can be found on the Bureau of NJPDES Stormwater Permitting website.
The Stormwater Pollution Prevention Plans (SPPP) for all three State-owned Public Complexes were updated April 21, 2026. The SPPP describes how Treasury, DPMC implements our stormwater management program in accordance with the requirements set forth in our NJPDES Stormwater MS4 Permit for each Public Complex.

A WIP is a Watershed Improvement Plan required by the MS4 permit that each permittee will develop during the current five–year permit cycle and will ultimately result in water quality improvements and reduced flooding across New Jersey. The plan will be organized in three phases. Treasury, DPMC has completed Phase 1, completion of a stormwater inventory map. Mapping of the stormwater features required in Phase 1 integrates information (connections and outfalls) provided by Trenton Water Works.
