
People with disabilities, like all people everywhere, should be able to choose “where” and “how” they live their lives. On June 22, 1999, the United States Supreme Court decided in Olmstead v. L.C. that unjustified segregation of persons with disabilities constitutes discrimination in violation of Title II of the Americans with Disabilities Act. Since this decision, New Jersey has come a long way to provide housing supports to individuals with disabilities, but there are still several ongoing challenges to finding appropriate housing. This resource page outlines the current housing support programs that are available.

NJ Department of Human Services
The NJ Department of Human Services (DHS) has eight Divisions and a number of programs that offer a range of services and supports, including those related to individuals with disabilities. DHS manages programs for families with low income, food assistance, child care, healthcare, addiction support, mental health services, independent living supports, personal care services, and health insurance through NJ FamilyCare (Medicaid).
NJ Division of Developmental Disabilities
Housing subsidies funded through the NJ Division of Developmental Disabilities (DDD) are available to eligible individuals and distributed through the Supportive Housing Connection (SHC). Individuals who receive a DDD rental subsidy are required to contribute a certain amount of their income toward rent. The remaining rent amount is paid directly to the provider or landlord. Subsidy amounts are subject to State-determined maximums by county or zip code.

The NJ Department of Community Affairs (DCA) is a State agency created to provide administrative guidance, financial support and technical assistance to local governments, community development organizations, businesses, and individuals to improve the quality of life in New Jersey. DCA offers a wide range of programs and services, including ones related to affordable housing.
NJ Division of Housing and Community Resources
The NJ Division of Housing and Community Resources provides housing supports through a variety of programs, including the Section 8 housing vouchers (federal) and the State Rental Assistance Program.
