2025 Fiscal Intermediary Transition (PPL to Acumen)

The transition of the Division of Developmental Disabilities' (DDD) Vendor Fiscal/Employer Agent (VF/EA) Self-Direction Model from the current fiscal intermediary (FI), Public Partnerships LLC (PPL), to Acumen Fiscal Agent (Acumen), began in May 2025 and is projected to be completed by September 2025. All individuals currently receiving services paid through PPL have been assigned to Acumen Cohorts (groups), which are being transitioned on a staggered schedule. To stay informed, participants and families, Support Coordinators, and vendors can:

Contact Acumen: If you are not sure of your cohort number, contact Acumen as soon as possible by email at enrollment-nj@acumen2.net or by phone at 833-892-0413 (available 24/7). They will know your cohort number and will be able to guide you on completing your Acumen enrollment.

A Note About the Personal Preference Program (PPP)

The Personal Preference Program (PPP) is a self-directed program administered by the Division of Medical Assistance and Health Services (DMAHS), not by DDD. The transition from PPL to Acumen does not impact the Personal Preference Program or any services an individual receives through that program. Restoration of Rollover Units Request

When there is a vendor or Self-Directed Employee (SDE) service in a plan, the individual, vendor, employer of record, and/or SDE can track any unused service units (often referred to as “rollover” units) so they can be used, if needed, up through the service end date.

However, because Support Coordinators, iRecord, and the fiscal intermediary do not track rollover (unused) units, those units will not transfer from the existing PPL service line to the new Acumen service line. Therefore, DDD has developed a temporary process through which a Support Coordinator can submit a request to have some or all of an individual's tracked rollover units restored in the Acumen service line. The request form and instructions are below.

Cohort 5 and 4a Enrollment

Cohort 5

Cohort 5 consists of individuals who currently have/recently had one or more SDEs enrolled with and paid by PPL (with or without PPL vendor services).

The Cohort 5 Acumen Enrollment Window is July 7 – August 1. For individuals in Cohort 5 with one or more active SDEs, all the following must initiate their Acumen enrollment as soon as possible, beginning July 7:

  • Individual/Authorized Representative
  • Employer of Record
  • Self-Directed Employee(s)

Cohort 4a

Acumen has added a new cohort to the fiscal intermediary (FI) Transition. Cohort 4a includes individuals who have a vendor service with PPL as the FI in their plan (and no SDEs) but were not included in Cohorts 1-4 for a variety of reasons (including many who had added a PPL vendor service to their plan after cohorts were assigned).  

The Cohort 4a Acumen Enrollment Window is July 7 through August 1. All Cohort 4a individuals/Authorized Representatives need to initiate their Acumen enrollment as soon as possible, beginning Monday, July 7.
