Following a competitive bidding process, Acumen Fiscal Agent has been chosen as the new fiscal intermediary for the Division of Developmental Disabilities (DDD) Vendor Fiscal/Employer Agent (VF/EA) Self-Directed Employee Model. As the transition progresses, more information will be available on the Acumen-NJ website.
We expect the transition of VF/EA participants from Public Partnerships, LLC (PPL) to Acumen will occur in phases, from June through September 2025. Acumen will outreach participants, employers, employees, and community vendors to facilitate their enrollment in the Acumen system before operations go live.

A Note About the Personal Preference Program (PPP)
The Personal Preference Program (PPP) is a self-directed program administered by the Division of Medical Assistance and Health Services (DMAHS), not by DDD.
The transition from PPL to Acumen does not impact the Personal Preference Program or any services an individual receives through that program.
If you have questions about the PPP fiscal intermediary or an individual's PPP services, please contact the individual's Medicaid Managed Care Organization.

- FI Transition Update and Cohort Assignment Notification
- Sent to all individuals (or the person identified as their authorized representative or their employer of record) who have (or recently had) one or more vendor services paid through PPL and/or one or more Self-Directed Employees paid through PPL (all five cohorts).
- Vendor Enrollment Notification
- Sent to all community vendors who are providing or recently provided one or more vendor services for any individual in any of the five cohorts.
- Support Coordinator Acumen Transition Update Notification
- Sent to every support coordinator who serves individuals in any of the five cohorts.
