The Office of Professional Standards reports directly to the Superintendent. The Office is charged with administering the investigative and disciplinary processes for the Division of State Police. The primary mission of the Office of Professional Standards is to assure that the Division members meet the highest standards of integrity and ethical performance.

Internal Affairs Investigation Bureau

The Internal Affairs Investigation Bureau is responsible to thoroughly investigate in a timely fashion, all civilian/internal complaints regarding enlisted members of the state police while maintaining confidentiality. This includes interviewing witnesses and principals, documenting pertinent information (i.e., records/evidence), taking pro-active measures when necessary, and preparing thorough and accurate reports. At the completion of all investigations, the Office of Professional Standards informs the complainant of the findings, and the investigation becomes a permanent record of the New Jersey State Police.  The members of the IAIB also cultivate and maintain cooperative relationships with various law enforcement agencies including the Division of Criminal Justice and various county prosecutors’ offices.


Intake and Adjudication Bureau

Intake Unit

The Intake Unit is responsible for the intake and documentation of all complaints made to the Office of Professional Standards. The Unit monitors the toll free complaint hotline (877-253-4125), classifies and forwards complaints to the Internal Affairs Investigation Bureau.

Administrative Internal Proceedings Unit

The Administrative Internal Proceedings Unit is responsible for the adjudication of all violations of the Rules and Regulations of the Division by members of the State Police. The Unit reviews and analyzes all internal investigations which contains substantiated allegations against Division members. It prepares and presents disciplinary charges to the Superintendent as well as monitors all disciplinary hearings.
The Unit acts as liaison with the Attorney General's Office and the Division of Criminal Justice in obtaining legal counsel in the preparation of administrative and criminal cases.

Staff Inspection Unit

The Staff Inspection Unit is responsible for conducting Division-wide inspections to assure that the activities of the Division members are conducted in accordance with its policies and procedures, Rules and Regulations, and orders.
The Unit reviews all inspection procedures to ensure that commands, installations and activities of the Division are inspected in accordance with the policies of the Division. The Unit conducts periodic audit inspections of Division operations to ensure compliance with policies and procedures.

Civil Proceedings Unit

The Civil Proceedings Unit records and classifies all civil actions and notices of claim received by the Division and its members. Responds to questions and assists outside counsel. Prepares and channels to the proper agency all requests for legal representation and responds to interrogatories and document demands related to civil actions, prepares and channels to the proper agency.

The Unit assists Division counsel in defending civil claims. The Unit also processes all requests by members for legal representation. The Unit is also responsible for all Division inquires related to Brady/Giglo material.
