NJ Housing Opportunities for Municipal Equity and Success (NJHOMES)
NJHOMES will assist municipalities in developing affordable housing in a variety of models that meets their communities’ individual needs and aligns with their character and community goals. NJHOMES will provide training, technical assistance and financial and other resources to plan for and implement affordable housing, with an emphasis on small scale, diverse housing projects designed to integrate into a variety of communities. Municipalities can develop a variety of models that will meet the needs of residents at all ages and stages in their lives from single-family homes to duplexes/triplexes to townhomes to accessory dwelling units, small apartment buildings and others. This next chapter offers an opportunity to create not only much-needed affordable housing, but walkable, dynamic communities to meet resident needs and spur economic development. NJHOMES will help municipalities with communication and outreach materials, training for their staff and other resources that will help overcome potential stigma and NIMBYism and demonstrate the ways in which thoughtfully planned affordable housing increases quality of life and spurs sustainability and growth.

The NJHOMES Launchpad is a competitive opportunity for municipalities that will provide a learning community offering enhanced technical assistance, mentorship, and funding to support staffing capacity and pre-development to implement affordable housing planning and projects. It takes all that NJHOMES has to offer and provides it in an intensive collaborative model with support for experts to accelerate a municipality’s ability to develop their much-needed affordable housing that fits into and is supported by the community.

DCA will select participants for the first cohort based on responses to this RFP, along with data on municipal progress and capacity in affordable housing development, commitment of leveraged funding where available, and geographic distribution throughout the State
