NJDOT highlights improved efficiency and
savings with FY03 Pavement Management Report


Project Pipeline and preventative maintenance key elements


(Trenton) - With an emphasis on preventative roadway maintenance and a shift toward a more efficient way to address highway needs and funding, the New Jersey Department of Transportation today submitted its FY2003 Pavement Management Report for review by the Governor and the New Jersey Legislature.

“With New Jersey highways carrying approximately two-thirds of the State’s travel, it is vital that we make infrastructure preservation and roadway maintenance a high priority,” said State Transportation Commissioner Jack Lettiere. “The three million dollars we spend today will save us $30 million in the long run.”

The report outlines a multi-year prioritization mode of operation taking advantage of the Department’s new project pipeline delivery process. This approach will streamline the highway maintenance and repair process through preventative measures. A list of statewide projects that have been completed or are scheduled for completion in FY2003 are provided within the report – including those using new state-of-the-art techniques to prescribe and extend the life of road surfaces. The FY2004 Pavement Management Plan, which includes future projects and those underway, is also provided.

Strong emphasis is placed on the importance of funding to address the backlog of pavement deficiencies on interstate and non-interstate highways. Anticipated costs to address the deficiencies over the next ten years are slated at approximately $10 billion.

The Department uses a numerical ranking system to prioritize and gauge roadway maintenance and repair needs in the future. A new investment strategy, which focuses on the right treatment, at the right time, at the right place, at the right cost, will promote the most cost-effective use of available funding based on timing, treatment and priority locations.

The Pavement Management Report is prepared annually in compliance with the requirements of the Congestion Relief and Transportation Trust Fund Renewal Act enacted in July 2000.
