Department of Transportation proposing
to repeal rules on airport safety improvement
aid and replace with the Airport Safety Fund Program

(Trenton) - The New Jersey Department of Transportation (NJDOT) proposes to repeal N.J.A.C. 16:56, the rule governing the Department's regulations on Airport Safety Improvement Aid and replace it with new regulations outlining the Airport Safety Fund Program.

The new regulation establishes the criteria and application procedures for grants and loans funded by the Airport Safety Fund, formerly described under the Airport Safety Improvement Aid regulations.   Applicants may include publicly and privately owned unrestricted public use airports, counties, municipalities, and education-based grantees.

The proposed program changes will make the regulations more user-friendly and substantially simplify the airport aid application process.   Under the proposed rule, applicants for NJDOT-funded projects will be responsible for five percent of the project, rather than ten percent under the previous rule.   In addition, airports under the proposed rule may to apply for aid twice a year, whereas previously they applied annually. Newly eligible project types include airport fueling facilities and tie-down areas.  

The proposed rule appears in the February 21, 2006 issue of the New Jersey Register.   The public has until April 22, 2006 to comment on the proposal.   Persons wishing to comment on the proposal must provide their comments in writing to Miriam Crum, Administrative Practice Officer, NJ Department of Transportation, 1035 Parkway Avenue, PO Box 600, Trenton, NJ   08625-0600. Fax: (609) 530-3841.   Comments must be postmarked or sent by telefacsimile on or before April 22, 2006, which is the close of the 60-day public comment period.

 

Comments submitted to the Department on the proposed rulemaking are public records and are available for public inspection by prior appointment during normal NJDOT business hours.
