Route 139 Lower Level eastbound and westbound
closed this weekend for truss installation

Traffic will be diverted to Route 139 Upper Level

(Trenton) - New Jersey Department of Transportation (NJDOT) officials today announced Route 139 Lower Level eastbound and westbound will be closed and detoured this weekend for the installation of a truss and floor beams.

Beginning at 11 p.m. Friday, April 6 until 5 a.m. Monday, April 9, NJDOT’s contractor, Schiavone Construction, is scheduled to close Route 139 Lower Level eastbound and westbound for the installation of the west portal truss, which is a 160-foot steel beam that will span the Lower roadway diagonally from approximately Collard Street to Bevin Street. Once it is lowered into place, it will be spliced together with other floor beams to form the superstructure of Route 139 Upper Level eastbound.

Route 139 Lower Level westbound will be diverted to the Upper Level and Route 139 Lower Level eastbound will be closed and detoured at Tonnele Circle. The following detours will be in place:

Route 139 eastbound detour:
  • Traffic in Tonnele Circle will be directed south on Tonnele Avenue
  • Turn left onto St. Paul’s Avenue
  • Turn right onto Kennedy Boulevard
  • Turn left onto Newark Avenue which becomes Hoboken Avenue which becomes Route 139 Upper Level

Route 139 westbound traffic heading toward the Pulaski Skyway:

  • Route 139 Lower Level westbound will be diverted to the Upper Level
  • Turn left onto Kennedy Boulevard
  • Turn right onto the ramp leading to Tonnele Circle
  • Use the left lane to enter the circle and take the ramp onto Route 1&9 South/Newark

Route 139 westbound traffic heading toward Route 1&9 Truck or Route 7 west:

  • Route 139 Lower Level westbound will be diverted to the Upper Level
  • Turn left onto Kennedy Boulevard
  • Turn right onto the ramp leading to Tonnele Circle
  • Use the right lane to take Rout 1&9 north
  • Take the Country Road jughandle and turn left after crossing over Route 1&9
  • Turn left on Manhattan Avenue eastbound
  • Turn right onto Route 1&9 southbound
  • Take ramp to Route 1&9 Truck and Route 7 west

Motorist are advised to take the NJ Turnpike-Hudson County Extension this weekend to avoid this construction.   Motorists traveling westbound from the Holland Tunnel should stay to the far right following signs to I-78 Westbound and the NJ Turnpike to all destinations west and south. 

Motorists going to the Holland Tunnel from points west and south should utilize NJ Turnpike-Hudson County Extension /Interstate 78 Eastbound at NJ Turnpike Exit 14.

This work is part of the $104 million Pulaski Contract 2, which will repair and improve the upper and lower levels of Route 139. Route 139 links the eastern end of the Pulaski Skyway to the Jersey City waterfront and the Holland Tunnel. Contract 2 is part of the $1 billion Pulaski Skyway rehabilitation project, which is being advanced through 10 separate construction contracts into the year 2020. The massive improvement project will extend the life of the Skyway by 75 years.

In addition repairing the upper and lower levels of Route 139, Contract 2 also included the reconstruction of five bridges over Route 139 Lower Level. Four of those bridges have been reconstructed and reopened, including the bridges on Palisade Avenue, Baldwin Avenue, Oakland Avenue, and Central Avenue. Summit Avenue was closed in May 2017 for the demolition and reconstruction of that bridge and is expected to be completed and reopened late summer 2018 at which time the entire Route 139 upper roadway eastbound will reopen from JFK Boulevard to Palisade Avenue.

Route 139 Upper Level eastbound between Central Avenue and Palisade Avenue was reconstructed and reopened in August 2017. There is one travel lane from Central Avenue to Oakland Avenue, and two travel lanes from Oakland Avenue to Palisade Avenue. The right lane from Hoboken Avenue has an exclusive lane onto the new roadway until the reconstruction of the Summit Avenue Bridge over Route 139 lower level is completed. At that point, the temporary roadway will then be closed and removed. It will become a park from Oakland to Baldwin and have a sidewalk to Palisade Avenue.

The reconstruction of the upper roadway included the complete floorbeam and deck replacement, south column replacement, and the installation of highway lighting and traffic signals. In addition, the new roadway was realigned with the south ramp to the Holland Tunnel to improve safety and provide better traffic flow.

NJDOT created a project-specific website - www.pulaskiskyway.com - which contains a wealth of information about the Skyway and the project, and will be updated with relevant new information as work progresses. The Department is carefully coordinating the Pulaski Skyway project with other regional transportation infrastructure projects to minimize traffic congestion.
