Baldwin Avenue in Jersey City closed between Route 139 and Washburn Avenue as Pulaski Skyway Contract 2 advances

Route 139 Lower Level to be closed Friday night for traffic shift


(Trenton) - New Jersey Department of Transportation (NJDOT) officials today announced a portion of Baldwin Avenue will be temporarily closed and detoured beginning Friday night, and Route 139 Lower Level will be closed overnight to implement a shift traffic as Pulaski Contract 2 advances in Jersey City. Pedestrian traffic will be maintained on at least on one side of Baldwin Avenue in the work zone.

Beginning tonight, Friday, July 20, at 9 p.m., NJDOT’s contractor, Schiavone Construction, is scheduled to close Baldwin Avenue between Route 139 and Washburn Avenue, to fully excavate and reconstruct the roadway. Baldwin Avenue between Washburn Avenue and Newark Avenue will be open to local traffic only. The following detour will be in place for approximately three weeks:

Baldwin Avenue Northbound Detour

  • Motorists driving north on Baldwin Avenue will be directed to turn right onto Newark Avenue
  • Turn left on Palisade Avenue
  • Turn left on Route 139 Upper Level westbound
  • Turn right to continue north on Baldwin Avenue

Baldwin Avenue Southbound Detour


  • Motorists driving south on Baldwin Avenue will be directed to turn left on Route 139 Upper Level eastbound
  • Turn right on Palisade Avenue
  • Turn right on Newark Avenue
  • Turn left to continue south on Baldwin Avenue

Route 139 Traffic Shift

Beginning Friday, July 20, at 11 p.m., until 12 p.m. Saturday, July 21, NJDOT’s contractor, Schiavone Construction, is scheduled to close the lower level of Route 139 in both directions to set up a traffic shift and a work zone to reconstruct the north side of the roadway. When the lower level of Route 139 is reopened in both directions on Saturday, the variable lane configuration will resume Mondays through Fridays (except Holidays) with two lanes inbound (eastbound) and one lane outbound (westbound) in the morning, and two lanes outbound (westbound) and one lane inbound (eastbound) in the afternoon and evening.  Sunday afternoons and evenings also will have two inbound lanes going towards the Tunnel, with one lane outbound.

This work is part of the $104 million Pulaski Contract 2, which will repair and improve the upper and lower levels of Route 139. Route 139 links the eastern end of the Pulaski Skyway to the Jersey City waterfront. During this contract, the deck on Route 139 upper level eastbound will be replaced, along with five cross street bridges from Palisade Avenue to Kennedy Boulevard. Contract 2, which is nearing completion, is part of the $1 billion Pulaski Skyway rehabilitation project, which is being advanced through 10 separate construction contracts into the year 2020. The massive improvement project will extend the life of the Skyway by 75 years.

Community Outreach

NJDOT created a project-specific website - www.pulaskiskyway.com - which contains a wealth of information about the Skyway and the project, and will be updated with relevant new information as work progresses. The Department is carefully coordinating the Pulaski Skyway project with other regional transportation infrastructure projects to minimize traffic congestion.

NJDOT will be using Variable Message Signs to provide advance notification to motorists of traffic pattern changes associated with the work. The precise timing of the work is subject to change due to weather or other factors.
