Additional Speaker Added to 2023 Governor’s Conference on Housing and Economic Development Keynote Speaker Lineup

Jerrod Delaine, Thought Leader in Urban Housing Policy, Will Bring More Than a Decade of Experience in Design, Construction, Finance, and Asset Management to this Year’s Conference

TRENTON, NJ – The New Jersey Department of Community Affairs (DCA), the New Jersey Housing and Mortgage Finance Agency (NJHMFA), the New Jersey Redevelopment Authority (NJRA), and the New Jersey Economic Development Authority (NJEDA), co-hosts of the 2023 Governor’s Conference on Housing and Economic Development, today announced that Jerrod Delaine, Chief Executive Officer of Legacy Real Estate Development will be a keynote speaker at this year’s conference on September 29. The conference is slated for Thursday, September 28, and Friday, September 29 at the Waterfront Conference Center at Harrah’s Resort Atlantic City.

As a seasoned real estate developer with over a decade of experience, Delaine has a diverse skill set that includes design, construction, finance, and asset management.

Delaine spent the first five years of his career at Forum Architecture and Interior Design. His efforts focused on managing affordable housing projects in the Southeast region of the United States. He then parlayed that experience into the role of director of development at Carthage Advisors, a Black-owned, Harlem-based development firm. The Carthage business model concentrated on preserving and developing affordable housing in the Metro New York area, where the typical financing instrument was federal Low-Income Housing Tax Credits (LIHTC) and tax-exempt bonds. As a firm, Carthage developed expertise in HUD/RAD transactions capitalized by LIHTC financing. In this position, Delaine led asset management for acquisition rehab deals, where acquiring existing properties and performing tenant-in-place renovations is both an art and a science when maintaining the quality of life during the rehabilitation phase is of the utmost importance. He led negotiations with tenant association leaders, community organizers, and general resident meetings.

After eight years as development director at Carthage, Delaine joined Donahue Peebles III to build Legacy, a value-based company committed to utilizing access to capital markets and improving communities through real estate finance and development, where he is now the CEO. Demonstrating his lifelong commitment to education, he serves as an adjunct professor at his alma mater, New York University (NYU), and the Pratt Institute, educating both graduate and undergraduate students in the area of development, public-private partnerships, urban economics, and portfolio management.

With decades of experience defined by various awards and accolades and amassed through three degrees and successful acquisitions and developments, Delaine is regarded as an authority and thought leader in urban housing policy.

Delaine earned a Bachelor’s degree and Bachelor of Arts degree in architecture from Florida A & M University School of Architecture and Environmental Technology as well as a Master of Science in Real Estate Development degree from NYU Schack Institute of Real Estate.

This year’s Governor’s Conference on Housing and Economic Development features 21 sessions led by some of the state’s most distinguished business, economic development, and housing professionals. There will also be an Atlantic City Bus Tour on September 28, which will showcase the city’s new attractions in the Tourism District.

The conference will host an Excellence in Housing and Economic Development Awards brunch where organizations and individuals will be honored for their contributions to the advancement of housing opportunities that are affordable and accessible to all residents of New Jersey. By recognizing exemplary projects and initiatives, the awards aim to inspire and encourage further efforts to improve the overall quality of life for all New Jerseyans.

Other conference highlights include a Hall of Fame networking reception and a trade show featuring products and services from businesses and organizations that serve the housing and property market.

The conference is self-sustaining, funded entirely through sponsorship opportunities and registration fees.
